Office d'habitation de Haute-Yamaska-Rouville invites tenders for the
Lot 1: Replacement of doors and windows at the cottages of buildings located at 88 to 96 St-Joseph
Lot 2: Replacement of openings, balconies and related work on the building located at 236 St-Jacques
Interested parties will be able to obtain bid documents from the Electronic Tendering Service (ESTS) by contacting one of the representatives by telephone at 1-866-669-7326 or by visiting the website at http://www.seao.ca/ Documents can be obtained at a cost determined by SEAO.
Only contractors with an establishment in Quebec and holding the required licence under the Building Act (R.S.Q., c. b 1.1) are eligible to bid.
Submissions, in sealed envelopes addressed to Guy Mongeau, Director of the Haute-Yamaska-Rouville OH, will be received at the OH office located at 100 Robinson Street South, Suite 127, Granby, Quebec, until 2:15 p.m., local time, August 22, 2019, to be opened publicly at the same location.
The contractor must include with his bid a bid bond and a letter of commitment for the performance bond, valid for a period of forty-five (45) days from the date and time limit for receipt of bids in the event that the amount of the bid submitted exceeds $25,000. The amount of the guarantee must correspond to:

ten percent (10%) of the amount of the bid, if the guarantee is provided in the form of a bid bond issued in favour of the organization, by an insurance company duly authorized to do business in Québec and to act as guarantor by the Autorité des marchés financiers (www.lautorite.qc.ca/fr/). This bond must then comply with the provisions of the Bid Bond form provided in Appendix 4 of this document;

OR OR

five percent (5%) of the total amount of the bid, if the security is provided in one of the following forms: a certified cheque; a money order; a bank draft; or an irrevocable letter of guarantee, made payable to the Office d'habitation de Haute-Yamaska-Rouville.

Before the contract is signed, the contractor whose name is to be retained will be required to provide a performance bond and a guarantee of the contractor's obligations for pledges, materials and service:

in an amount equivalent to 50% of the contract amount, if the guarantee is provided in the form of a guarantee issued in favour of the organization, by an insurance company duly authorized to do business in Québec and to act as guarantor by the Autorité des marchés financiers (www.lautorite.qc.ca/fr/).
An amount equivalent to 10% of the contract amount, if the security is provided in one of the following forms: a certified cheque; a money order; a draft.

For any contract with one or more amendments, new coverage based on the revised contract amount must be provided each time the initial contract amount is increased by ten percent (10%) or when an accumulation of amendments results in an increase of ten percent (10%) or more.
The performance bond shall be valid for the entire term of the contract and guarantees other than bonds shall be delivered to the contractor no later than thirty (30) days after acceptance of the work in exchange for new guarantees equal to one percent (1%) of the contract amount, but not less than five hundred dollars ($500). The latter are given to the contractor one (1) year after the acceptance of the work.
Only bids from women entrepreneurs whose business establishment is in Quebec, who have held the required licence under the Building Act for at least five years or who are parties to the interprovincial agreement will be considered for the purpose of awarding the contract. A copy of the license must be included in the submission.
Bidding contractors will be responsible for the selection of subcontractors both for their creditworthiness and for the content of their bids. Contractors must inform subcontractors of the conditions they intend to impose on them and ensure that they hold the required permits and licences.

The OMH of Haute-Yamaska-Rouville does not undertake to accept either the lowest or any of the bids received without incurring any obligation or any costs of any kind towards the bidder or bidders.
