PREAMBLE
This contract is for roof repairs at Laurentian Hospital. The approximate area of the basin affected by this call for tenders is 5,000 square feet. As the work schedule has not been defined, CISSSLAU requests that the work be completed before October 31, 2019.
Reference (governing document - automatic rejection clause): This is a contract of adhesion, as well; the public body dictates the requirements and obligations to which bidders must adhere in full. In the event that certain terms and conditions cannot be met, it is the duty of each bidder to highlight this during the tender publication period, at most three (3) business days before the closing. A bidder who changes the requirements/obligations by limiting and/or amending their scope thus files a conditional or restrictive bid.
Important note : An electronic submission must be made ONLY through the Government of Quebec's Electronic Tendering System, the SÉAO.
DESCRIPTION
The Centre intégré de santé et de services sociaux des Laurentides (CISSS des Laurentides) wishes to solicit contracts to award a construction contract as part of the project to repair the roof on the 4th floor at Laurentian Hospital.
The construction site is located at 234 Saint-Vincent Street, Sainte-Agathe-des-Monts, Quebec. J8C 2B8
Obligations regarding security interests
Bid security.
At the time of bid submission, a bid security of 10% of the proposed price is required, exclusively in the form of a bond, in accordance with the terms and conditions described in the tender documents.
Performance guarantee and guarantee of obligations for pledges, materials and services.
The Bidder must attach to its Bid a letter of commitment signed by a guarantor guaranteeing the issuance of a performance bond and a guarantee of the ENTREPRENEUR's obligations for pledges, materials and services in accordance with the requirements of Part 4.00 of the Contract, which stipulates the following:
(Under penalty of having the Contract withdrawn, the ENTREPRENEUR must, within FIFTEEN (15) days from the date of dispatch of the Notice of Award, provide the PUBLIC ORGANIZATION with a performance guarantee and a guarantee of the ENTREPRENEUR's obligations for pledges, materials and services, each of which must be in an amount equivalent to FIFTY PER CENT (50%) of the contract amount, in the form of a guarantee issued in favour of the PUBLIC ORGANIZATION by a Financial Institution.]

Deadline for submission of bids
The deadline for submission of bids is August 22, 2019, before 11:00 a.m.
The bidding rules set out in the document entitled Régie à article 1.06 apply.
The deadline and place of submission of bids is mandatory, the public opening of bids will take place immediately thereafter. Each SUBMISSIONER is responsible for sending a representative to this meeting.
Market liberalisation agreements
The call for tenders and, consequently, the contract are subject to the Agreement on Trade and Cooperation between Quebec and Ontario (ACCQO) and the Agreement on the Liberalization of Government Procurement of Quebec and New Brunswick (AQNB).
Reserve
The Centre intégré de santé et de services sociaux des Laurentides (CISSS des Laurentides) does not undertake to accept, at the lowest price, any of the bids or to carry out in whole or in part the subject of the call for tenders.
