Kerry Children & Young People’s Services Committee – Family Support & Infant Mental Health Network Development Project
Introduction
Kerry Children & Young People’s Services Committee (CYPSC) is an interagency county level committee which brings together all statutory and community & voluntary agencies which provide services to children, young people & families in Kerry. Our role is to work with our partners to enhance interagency cooperation and collaboration and improve local services and supports for children and young people aged 0-24 in our area. The purpose of Kerry CYPSC is to ensure that children, young people and families achieve the best possible outcomes in terms of their health, education and social participation; grow up in a happy, safe environment and move confidently into adulthood with skills for life in line with Better Outcomes, Brighter Futures: The National Policy Framework for children & Young People 2014-2020.
Kerry CYPSC has established 7 Working Groups: Child & Youth Mental Health; Substance Misuse; Parenting & Early Years; Progression Pathways for Young People Aged 16 to 24 with Intellectual Disabilities; Prevention, Partnership & Family Support; Opportunities for Young People Not in Employment, Education or Employment; Youth Participation & Cultural Diversity.
Summary of Tender Request
This call for tender is to contract a suitably qualified facilitator to support Kerry CYPSC in partnership with key stakeholders to:

Develop and coordinate a series of events (6 - 8 events) for parents, carers and families to engage in network and learning opportunities which promote key family support, positive parenting and infant mental health (attachment & attunement) messages across the county in Kerry. Through these events we hope to build a Parental Engagement Network to support the work of Kerry CYPSC and its stakeholders and to respond to identified needs of parents & carers in Kerry.
Develop and coordinate a series of professional development, training and networking opportunity events (6 - 8 events) for front line practitioners working with children, young people and families in Kerry which promote key messages to parents, carers and families in family support, positive parenting and infant mental health (attachment & attunement). Through these training & networking events we hope to build a strong multi-disciplinary network of front line practitioners to support enhanced service delivery for children, young people and families in Kerry.

Through the development of both the parents and practitioners learning networks we hope to engage with parents, carers and front line practitioners and provide regular opportunities to network, learn and develop and to facilitate a greater connectedness across services and supports for children, young people and families in Kerry as well as promote the inclusion of the voice of parents & carers in our work in the county. The training required for front line practitioners will be identified through engagement with Kerry CYPSC and its Working Groups.
The initial duration of the contract will be for 9 months (operating from March to November 2020).
Skills Required
The following knowledge and skills are required for the project:

Proven ability to work with, coordinate and facilitate groups;
Ability to develop & support networks;
Ability to develop creative ways to engage with all stakeholders, including social media;
Knowledge & understanding of parenting & family support;
Knowledge & understanding of child development;
Knowledge & understanding of parent /infant mental health;
Knowledge of the services and supports available to children, young people and families in Kerry;
Excellent facilitation and communication skills;
Excellent coordination & admin skills;
Excellent presentation skills;
Ability to stick to the project timeframe & to work well with the project steering group.

Tender Requirements

A detailed outline of how the work will be undertaken including your vision for the project;
A breakdown of the proposed total number of days required;
A breakdown of fees;
A draft budget to support the training & networking opportunities /events.
