This notice does NOT constitute a request for proposal, request for quote, or Invitation for bid. The intent is to notify potential offerors of a proposed contract action.

The C&O Canal National Historical Park intends to issue a solicitation for the repair of the parks 2001 International 4800 A2 series (Mobile Tool Inc. 88940201) TM27-55D-2TRS1 bucket truck boom. This is a pre-solicitation notice that Request for Quotes (RFQ) #140P8319Q0021 will be posted as stated above and all pertinent details will be provided in the Statement of Work. The work shall consist of providing all materials, labor, equipment, tools and services necessary to repair the parks 2001 International 4800 A2 series (Mobile Tool Inc. 88940201) TM27-55D-2TRS1 bucket truck boom.

The scope of the repair to the Unit# I267245, (Mobile Tool Inc. 88940201) TM27-55D-2TRS1 bucket truck boom, consists of removal of all necessary boom covers, removal and replacement of the TIP shaft bearing and related hardware. This bearing controls the pitch of the bucket that the arborist is enclosed within. This equipment is necessary to maintain hazardous trees and is critical to visitor safety.

The contractor shall replace all items in kind and is required to replace any seized nuts or fittings that may be damaged in the process of exchanging the bearing.

Any components of the boom that were removed during the procedure will then be installed and the unit will be pressure washed, and re-tested for proper operation and function.

The proposed acquisition will be a 100% small business set-aside procurement, the NAICS code is 811310 " Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance" and the size standard is $7.50 million. This solicitation will result in a purchase order with a period of performance of 120 days. The official solicitation package and its attachments will be issued and be available on or about July 1, 2019.

The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at http://www.sam.gov and enter all mandatory information into the system. Award cannot be made to any contractor if not registered and active. Interested offerors are encouraged to ensure that they are registered and active in SAM prior to submitting their quote. THESE REGISTRATIONS MUST BE COMPLETE AND ACTIVE BEFORE TIME OF AWARD.
