The tasks of the NVBW include monitoring the implementation of the SPNV transport contracts of the state of Baden-Württemberg, storing and evaluating passenger figures in the SPNV and Regiobussen as well as securing revenue in the SPNV. There are currently approx. 30 transport contracts. The transport contracts each contain the concrete performance parameters at the respective contractual conditions with the respective railway undertaking (RU). The data collected either manually or with automatic passenger counting systems are used by the NVBW for short- and long-term offer planning, which requires detailed evaluation possibilities. The NVBW, as the responsible body, is also obliged to answer enquiries from the Landtag or the Ministry of Transport. From this, requirements can be derived for a simple and clear visualization of data in the form of graphics and maps. In the course of revenue protection, the transport services provided and the (externally collected) ticket types are used for revenue distribution. This requires a comparability of passenger number surveys of most different methods, as well as a large security in handling the data. The passenger number evaluation system essentially consists of two components: the database with the storage and archiving of the data on the one hand, and the evaluation and visualisation functions based on it on the other hand. Within the framework of this tender, the development (customising), provision, maintenance and operation of a software for the evaluation of passenger numbers is awarded. This includes receiving and storing the transaction data collected by the RUs and providing the NVBW staff with an application for controlling, extrapolating, evaluating and visualising this data.
