Description

The subject of the contract is the provision of services consisting in the design, construction and implementation of "e-services platforms" in the Sokółka Poviat Starosty and in selected organizational units of the Sokółka Poviat, combined with the supply of computer hardware and software: database license, server operating system license, server access license, laptops, desktop computers with monitor and UPS hard drives, RAM and access control set to the server room, as well as with purchase and implementation in the Sokółka Poviat Starosty of software designed to handle HR, payroll, financial, accounting and property inventory tasks, dedicated to public finance sector units - local administration.The subject of the order also includes training for users of the "e-services platform" and users of integrated financial-accounting and HR and payroll programs.
The subject of the contract concerns the provision of services consisting in the design, construction and implementation in the Poviat Starosty in Sokółka and in selected organizational units of the Sokółka Poviat (School Complex in Dąbrowa Białostocka, School Complex in Sokółka, School Complex in Suchowola, Agricultural School Complex in Sokółka, Vocational School Complex in Sokółka, Special School and Education Centre in Sokółka, Psychological and Pedagogical Clinic in Sokółka, Psychological and Pedagogical Clinic in Dąbrowa Białostocka and Poviat Road Administration in Sokółka) "e-services platform".The "e-services platform" will be a portal which will include the following e-services:1.1. e-application (4th level of maturity);1.2. e-droblems (3rd level of maturity);1.3. e-payments (5th level of maturity);1.4. e-notifications (3rd level of maturity);1.5. e-newsletter and survey (3rd level of maturity);1.6. e-events (3rd level of maturity);1.7. e-daily newspapers (4. level of maturity);1.8. e-selections (4. level of maturity);1.9. e-stipendia (3. level of maturity);1.10. e-justification (4. level of maturity);1.11. e-practices/volunteering (4. 1.12. e-reservation (5. level of maturity);1.13. e- free legal aid (4. level of maturity);1.14. e-contact - application (3. level of maturity);1.15. e-geodesy (3. level of maturity);1.15. the contractor will train a minimum of 80 persons in the use of the system. The training may be stationary or remote - conducted with the use of video-communication platform. The decision on the form of training depends on the Customer. The Contractor will provide 200 hours of implementation support during the system implementation, and 100 hours of post-implementation support for a period of 12 months from the end of the implementation, which can be used by the Customer at no additional cost. The subject matter of the order includes the delivery of computer hardware and software (including database license - (1 item), server operating system license - (3 items), server access licenses - (30 items), hard disks - (4 items), RAM - (4 items) and access control set to the server room - (1 item), desktop computers with monitor for office purposes - (6 items).The delivered equipment is to be brand new, manufactured not earlier than six months from the date of delivery. The delivered equipment must meet the energy efficiency requirements of Regulation (EC) 106/2008 of the European Parliament and of the Council of 15 January 2008 on a Community energy efficiency labelling programme for office equipment. The subject of the contract is the purchase and implementation of software intended for personnel, payroll, financial, accounting and property inventory tasks, dedicated to public finance sector units - local government administration.The integrated financial-accounting and personnel and payroll system is to constitute a package of modules, whose task will be to support the work carried out in the area of financial, personnel and payroll accounting and property inventory in accordance with the requirements of applicable law. The system should ensure the ability to plan finances, control the implementation of the budget and conduct financial reporting in accordance with the needs of the Contracting Authority. It should provide access to current and archival data and use electronic documentation flow.
