Description
As the national cyber security authority, BSI's goal is to shape cyber security for, with and in the entire society. Closed discourse groups are to be broken up and a permanent dialogue established with all social groups. In order to achieve this in the long term, a participation or multi-stakeholder model has been designed in the course of the previous project, which is to be implemented within the scope of this call for proposals over a period of 3 (or optionally 5) annual cycles.1 The model is based on the following core elements, which are to be implemented by the contractor:1. The model enables actors from all social groups (civil society, culture & media, economy, science, state) to work on participatively defined cybersecurity issues in workstreams, which are to be based on an agile working method. The topics, objectives and working methods can be chosen by the participants themselves, based on basic criteria to be defined. The workstreams are a thematically open and variable size format and are designed for a period of 3 to 8 months. They are results-oriented and are intended to promote the exchange between different stakeholders and BSI. In terms of content and organisation, the workstreams are supported by an office, which additionally assists BSI in the further development of a participation strategy.2 The annual forum for dialogue is the "Secure Information Society Think Tank". This serves to identify and design workstreams and to promote the exchange of ideas among the participants. In addition, the results of the workstreams of the past year are presented. The prioritized workstreams will be transformed into an annual plan as a result of the think tank.3 The dialogue process will be accompanied by a dialogue committee (5 stakeholders) over several years. The dialogue committee is to accompany and review the dialogue process and ensure that it is transparent and meets the expectations of the stakeholders.
