Description

The 17 German chambers of pharmacists are legally obliged to ensure the issuance of electronic health professional cards (HBA) and so-called Security Module Card Type B (SMC-B) by qualified trust service providers (qVDA). For this purpose, the chambers of pharmacists want to make use of so-called qualified trust service providers (qVDA). The contracts to be concluded shall be concluded separately with the individual Chambers of Pharmacists and not with the law firm designated as the "principal" in the notice; the law firm designated only acts as the body conducting the proceedings. The 17 chambers of pharmacists carry out a so-called open-house procedure to cover their needs. The Open House procedure represents a type of procedure outside (European) public procurement law (see most recently ECJ, judgment of 1 March 2018 - Case C-9/17). Public procurement law does not apply. Further information can be found in the tender documents.
