- Unit of analysis: Cyberthreats are behind the main risks of the increasingly interconnected, globalised, changing and complex society of the 21st century, and it is essential to anticipate their causes and foresee their consequences. In order to make this possible, an analysis unit with expert cybersecurity personnel is required to monitor the risks of cyberspace with the aim of obtaining information, categorizing it, structuring it, analyzing it, exploiting it in such a way as to generate knowledge in the most appropriate format to respond to emerging needs and opportunities through, for example, the implementation and maintenance of an observatory of cybersecurity in Catalonia and the generation of reports on trends, prospects and proposals in the field of cybersecurity, whenever possible, from a sectoral and local perspective in Catalonia,- Training service:The promotion of cybersecurity must be based on a proactive prevention strategy that anticipates the specific needs of each of the groups identified. To implement the training plan aimed at the public environment (which includes the needs of the Generalitat de Catalunya and other administrations) and different groups of society will be provided with coordination of the plan, experts in training of trainers and management of a pool of face-to-face trainers, adaptation of content to different levels of training and a service of virtual course promoters that performs the activity systematically and efficiently to reach a wide range. Production and diffusion of contents: The generation of contents of awareness and sensitization that must form part of the different campaigns of the Safe Internet service, for different channels (the own ones, web and social networks, and the corporative public or private with whom it is necessary to work in every moment), requires of a service of support formed by capacities of writing and edition, video producer, infographic design and of community manager that plans the strategy and executes the communication by the social networks. The list of deliverables and formats required according to the need of the ecosystem and Safe Internet program, the unit of analysis and the training service (lots 1 and 3). Safer Internet and EcosystemsÑThe world, increasingly interconnected, requires a cybersecurity model based on the involvement and coordination of stakeholders and competent authorities: National and/or governmental CERT/CSIRTs, public administration, public security and safety bodies, operators of essential services and critical infrastructures, educational centres, professional associations and private sector business associations, among others. A service is required to define the map of the entity's relationships with different key cybersecurity actors, coordinate governance for the achievement of agreed objectives by working groups and collaborative programs (for example, the Interdepartmental Coordination Commission of the Secure Internet Program) and associated campaigns, as well as deploy public-private agreements that establish support mechanisms, data exchange, implementation and monitoring of plans and roadmaps. In addition, the service must have the capacity for communication and post-production strategy that allows it to adapt the documentation and information available to, from the information and indicators of different services of the entity, generate products necessary for the dissemination of valuable content and the maintenance of an ecosystem of relationships.
