Recreation libraries on military installations have contributed to the quality of life for Soldiers, Sailors, Airmen, and Marines since 1919. Today, libraries worldwide serve active duty, reserve, and retired service members and their dependents as well as civilian employees, and families of civilians stationed overseas. The majority of military libraries are recreational, but they also currently include public, academic, medical, and technical and may in the future include history and heritage libraries. The Library Services Platform (LSP) should be a System as a Service (SaaS) suite of Commercial Off-The-Shelf (COTS) cloud-hosted enterprise solutions that support the management of library collections, circulation activities, library user accounts, bibliographic cataloging, usage and catalog reports, inter library loan, and a public access site that includes access to digital content for all libraries.

The SaaS suite of SaaS services shall support the operations and services of 160 recreational libraries at military installations worldwide (see appendix a). Additional technical, academic, and history and heritage libraries may be added through contract modifications. An offeror or offerors may provide one or more SaaS solutions and/or supporting services for this solicitation, but SaaS must be integrated (see below). The offeror(s) is responsible for technical and customer service support of their SaaS and integrating services between SaaS. Installation libraries and military branch library program offices are responsible for adding, removing and editing records in the Integrated Library System (ILS) after the initial record conversion and migration, updating content on their public access websites after creation, hardware and network services used to access SaaS at the installations, and the majority of direct patron assistance provided through staffing the live chat help service. The Navy MWR Library Program's Library System Administrator(s) will be the primary point of contact between SaaS and service providers and the military branch library program offices, and provide oversight for the SaaS solutions operations.
