France - Installation of outdoor lighting fixtures

Description

The contract consists of replacing the existing lighting in the A86 Duplex tunnel operated by COFIROUTE with LED lighting, representing approximately 18,776 light points to be replaced, of which 16,214 are 35 watt and 2,562 are 80 watt.The contract is a unit price contract applied to the quantities actually executed.The basic offer consists of replacing each existing fluorescent tube mounted on a plate with an LED plate for the 80 watt and 35 watt light points. The technical specifications of the basic offer are specified in the CCTP.In accordance with article R2151-8 of the public order code, the submission of a variant is authorised. The variant concerns the supply of free technology LED equipment for all 35 watt light points, instead of the platinum technology required in the basic offer. The technical specifications of the authorized technical variant are specified in the CCTP.
The services to be provided are :- The supply of LED material for the replacement of 35 W fluorescent tubes;- The supply of LED material for the replacement of 80 W fluorescent tubes;- The unloading of the LED material from the supplier's truck;- The execution studies including the verification of the circuit breakers (rating and curves) dedicated to lighting in the electrical cabinets and the need or not to replace them;- The management of the operation;- The services related to safety, hygiene and environment;- The installation of a living base including all consumables (electricity and water); this living base may include a workshop area depending on the work organisation proposed by the Contractor;- Guarding the living base and the equipment;- Creation of a prototype "test section" area comprising a slip road and a section of road including the associated photometric surveys;- The replacement of fluorescent tubes with equipment supplied equivalent to 35 W fluorescent characteristics, including the replacement of worn and unserviceable parts of the lighting equipment and the cleaning of the windows;- The replacement of fluorescent tubes with equipment supplied equivalent to 80 W fluorescent characteristics, including the replacement of worn and unserviceable parts of the lighting equipment and the cleaning of the windows;- Any modifications to the electrical cabinets if necessary to protect people and property;- Testing of the modified equipment;- Re-installation of the lighting equipment and non-regression tests at the end of each shift;- Performance tests to meet the requirements of the safety file;- Processing/recycling of the dismantled equipment;- Commissioning and training of the maintenance team.This represents 18,776 light points to be replaced, including 16,214 in 35 watts and 2,562 in 80 watts.The work will be carried out on motorways with heavy operating constraints, and will take place during the day and at night.The services will be carried out by means of a unit price contract applied to the quantities actually carried out.
