Description

Conclusion of framework contracts for carrying out accreditation reviews by accreditation inspectors OPZ Contract implemented under the project "Support for basic health care entities in the implementation of quality and safety standards of care". (project no.: POWR.05.02.00-00-0152/15) The accreditation review will be carried out in accordance with the requirements set out in the document: Healthcare Accreditation Act of 6.11.2008. (Journal of Laws 2016.2135 i.e. as amended) Regulation of the Minister of Health of 31 August 2009 on the procedure for assessing the compliance of an entity providing health services with accreditation standards and the amount of fees for its performance (Journal of Laws of 2009, No. 150, item 1216 The Ordering Party allows for the submission of partial bids divided into 2 parts: - Part 1 - conclusion of a framework agreement for carrying out accreditation reviews by an accreditation inspector of OP OPs, - Part 2 - conclusion of a framework agreement for carrying out accreditation reviews by a lead accreditation inspector of OPs and drawing up a review report; the OPs subject to implementing agreements, broken down into parts, are set out in Annex No 1 to the ToR. Max. number of Contractors with whom the Contracting Authority will conclude framework contracts: - Part 1 - not more than 60 Economic Operators, - Part 2 - not more than 30 Economic Operators; unless a smaller number of Economic Operators submits non-rejectionable tenders. In the case of tenders submitted in particular parts by a greater number of Economic Operators than indicated above, the Contracting Authority shall conclude framework agreements with those Economic Operators who obtain the highest number of points within the tender evaluation criteria (in the case of an equal number of "last" Economic Operators from the ranking list, the Contracting Authority shall invite all Economic Operators who obtained such an equal number of points). The purpose of a framework contract is to establish the terms governing contracts which may be awarded during the term of the framework contract (i.e. from its conclusion until 31.12.2020). Method of implementation of the framework agreement: The Contracting Authority shall award the contract whose subject matter is covered by the framework agreement to Economic Operators with whom it has concluded a framework agreement, inviting them to submit tenders, in accordance with the requirements of art. 101a section 1 item 2 letter b of the Public Procurement Law. An offer submitted as a result of the invitation referred to in point 3.8.1. may not be less favourable than an offer submitted in the course of the procedure conducted for the conclusion of a framework agreement, under pain of its rejection. Note: in the case of Part 2, a less favourable offer will be considered to be one that is at any one of the prices, i.e.: the price per man-day review or the price for the report will be higher than that specified in the framework contract. The contract for each review will be awarded to the Economic Operators who submit the most advantageous tender taking into account the criteria set out in the invitation to tender. This criterion will be the price criterion. A contractor's tender submitted following a call for tenders shall not be less favourable than that submitted in the procedure for the conclusion of a framework contract. The Contracting Authority stipulates that the person executing the order cannot be connected with the assessed medical entity and medical facility (POZ unit) through any form of cooperation, especially as a person preparing a given POZ unit for the implementation of accreditation standards, e.g. by exercising individual care of a professional peer in the POZ unit, making an initial assessment of the state of implementation of accreditation standards in the unit, conducting consultations on the implementation of accreditation standards dedicated directly to a given POZ unit, during the last 36 months before the date of the accreditation review.
