Description

Part 1 - Potassium acetate or potassium formate based de-icing liquid - up to 380 000 kg1. The liquid must have a certificate issued by a conformity assessment body within the meaning of Article 30b(2) of the PPL Act, or a report on tests carried out by that body, or an equivalent document, such as a certificate of SAE (Society of Automotive Engineers) AMS 1435 (Aerospace Material Specifications) specified for the currently valid version of that standard, i.e. AMS 1435D (valid as of 02.11.2018), or meet the requirements of an equivalent standard.2Documents confirming that the offered means meet the standards referred to in paragraph 1 above, the Economic Operator is obliged to attach them to the submitted offer.3Together with the offer, the Economic Operator is obliged to submit the safety data sheet of the offered agent and (if applicable, in accordance with Chapter XVI paragraph 1 point 2 of the ToR) a copy of the decision concerning the assessment of suitability for use on airport surfaces of the offered de-icing agent issued by Instytut Techniczny Wojsk Lotnicze.4. Within the scope of performance of the subject of the contract, the Economic Operator shall be obliged to conduct 2 quality tests of the delivered goods for the given part. The tests shall be carried out within the time limit specified by the Contracting Authority. The Contracting Authority is obliged to inform the Contractor about the planned date of the tests at least 24 hours in advance. The batch of goods selected by the Ordering Party shall be examined. The cost of tests shall be included in the price of the offer by the Contractor. Quality control (research) will be carried out by Instytut Techniczny Wojsk Lotnicze.5 Within the scope of the contract, the Contractor will be obliged to train up to 50 employees of the Ordering Party in the use, detailed dosing, application and combination of de-icing agents, which are the subject of the order, depending on the prevailing weather conditions, i.e. temperature, precipitation, cloud cover, etc. The detailed scope of the training is included in Appendix No. 1 to the ToR.6. Warranty - at least 24 months from the date of signing the acceptance protocol without reservations.7A detailed description of the subject of the contract is attached as Appendix 1 to ToS 8. During the term of the contract, the Economic Operator is obliged to strictly follow the internal procedures of the Contracting Authority in the area of control of access of persons and vehicles, import and export of materials to the security restricted area of the airport (in accordance with the pass instructions, which constitute Appendix 6 to the ToS) and take them into account in the planning of deliveries.9 The Economic Operator is obliged to obtain each time (at each delivery) temporary identification cards of the airport (Visitor) for all functional persons making direct deliveries at the airport. The Contracting Authority points out that each delivery will be supervised by persons authorised to carry out supervision, i.e. persons with the appropriate qualifications, in accordance with the airport pass instructions attached to the model contract.10 The Contracting Authority absolutely requires that within 45 days of signing the contract at the latest, the Contractor obtains at its own expense the status of a Known Supplier of Airport Supplies. Upon becoming a Known Airport Supplier, the Contractor will be able to benefit from the exemption of cargo shipments from screening in accordance with applicable procedures. Details are specified in the ToR.1) The Contracting Authority reserves that the Contractor shall be obliged to submit all the documents referred to in paragraph 12 (below) of this ToR, complete and duly completed, within 21 days of signing the contract at the latest.2) In case the Contractor fails to fulfil its obligation to obtain the status of a Known Supplier within the period specified in paragraph 11, the Contracting Authority shall have the right to terminate the contract with the Contractor immediately.) notices - criteria for evaluation of offers - details are specified in point VI.3) of this notice.
