Description

The subject of this tender is the supply of heating oil. The order shall be placed promptly, i.e. immediately after the award of the contract.
1 Scope of supplyIt concerns a one-off delivery of 700,000 liters of low-sulfur heating oil EL.6.2 Minimum requirementsTo offer and supply heating oil, extra light according to DIN 51603 Part 1 or equivalent on a volume basis 15GradC according to the calibration law, with a maximum content of organically bound nitrogen in the heating oil EL of 140 mg/kg according to Annex B of DIN EN 267 (April 2010 edition). For the proof of the bound nitrogen in the heating oil, a certificate of analysis is to be enclosed for each batch. The equivalence is to be proven with the submission of the offer.6.3 Place of delivery/place and time of fillingPlace of delivery: Cogeneration plant of the Westf. Wilhelms-Universität Münster (WWU),Orléans-Ring 2048149 Münster,Tanks: 3 x 500 m3 (tank farm with commercial unloading area with filling connection)Delivery time: Mondays to Fridays between 07:00 and 18:00 h.The delivery time is to be agreed with Mr. Wensing (Tel. 0251 83-35728, mobile: 0171 5626375 or e-mail: winfried.wensing@uni-muenster.de).6.4 Terms of DeliveryThe Contractor shall bear the risk for its deliveries and services until acceptance by the listed point of consumption at the place of performance, the cogeneration plant of Westf. Wil-helms University. All deliveries shall be made in a suitable tanker truck, free to the point of use and filled into the tank facility of the EMU.The delivery vehicles must have a calibrated, temperature-compensating measuring counter with a receipt printer. The volume of oil must be calculated down to a standard value of 15 degrees. The receipt printers must have a zero pressure on the receipt card prior to each refueling. The person in charge of taking over the fuel oil shall record the meter reading on the acceptance report before the start and after the end of pumping (also visible from the receipt printer). The transport and the tank filling have to be carried out according to the latest legal regulations, the Ordinance on Industrial Safety and Health (BetrSichV), the Technical Rules for Flammable Liquids (TRbF) and the Ordinance on the Transport of Hazardous Goods by Road, Rail and Inland Waterways (GGVSEB). The Contractor undertakes to report hazardous substances within the meaning of the Chemicals Act/the REACH Regulation in the products (substances, mixtures, products) supplied by it in accordance with the statutory notification requirements on the basis of the statutory regulations applicable at the time and to fulfill its obligations arising from the laws as a manufacturer, importer or downstream user (in accordance with the REACH Regulation) of a substance, mixture or product. For the product and its additives a safety data sheet in German language according to Regulation (EC) 1907/2006 (REACH), Annex II has to be submitted. If the legal situation changes, a new safety data sheet must be submitted and the instructions of the person responsible for acceptance must be followed. During delivery in the tank truck, samples may be taken for examination by the EMU. Any deviations from the requirements ascertained during the examination shall be settled within the scope of claims for defects.6.5 Ordering procedure and further procedureThe order shall be placed immediately after the award of the contract following expiry of the standstill period (see Section 3.2).The Contractor undertakes to perform the service immediately after receipt of the order and not to exceed the delivery date agreed between it and the Purchaser for this purpose and specified in the order. Delivery shall be made during normal working hours with proper and verifiable loading documents. The Contractor shall ensure that the order can be received during normal business hours at the same e-mail addresses, telephone or fax numbers.6.6 SafetyThe employees or third parties deployed by the Contractor at the place of use to carry out the delivery shall, above all, observe the regulations which the EMU has issued at the place of use in general or specifically for reasons of safety. The Contractor shall require its personnel to inform itself of such regulations immediately upon arrival at the place of performance. For reasons of safety, the EMU may require that the Contractor either not entrust individual persons with work to be performed for the Customer or release them from such work immediately.6.7 Claims for DefectsThe bidder/contractor already assures at the time of bid submission that the heating oil will be delivered in perfect quality.Damage caused during delivery (e.g. to green areas, sidewalks, driveways, facades, etc.) shall be repaired immediately at the Contractor's expense. The tank access roads have been created for the purpose by the client.The rectification of defects is to be started immediately, at the latest within two working days after notification of the service by the supplier or his specialist representative.
