Description

Punakaiki is a key national and regional tourism centre and is the Buller District’s and West Coast’s major tourism drawcard / attraction. In recent years there has been significant growth in tourists visiting the area, and this has put considerable pressure on existing infrastructure. The current development of the new Paparoa Track (Great Walk) in the Paparoa National Park is expected to add to this pressure in the next few years. In 2018 a Masterplan and Programme Business Case were developed in conjunction with the community and a wide variety of stakeholders to identify the issues and challenges that needed to be addressed.
Based on the results of this work, the Buller District Council, on behalf of the Punakaiki community and local Iwi, together with West Coast Regional Council, Grey District Council, Department of Conservation (DoC)/Tai Poutini Conservation Board and MBIE, is now seeking expressions of interest from suitably qualified providers to further develop potential solutions for the provision of potable water and treatment of waste water across the Punakaiki area.
The detailed business cases need to provide enough detail and cost certainty (±20%) to enable the Buller District Council to make decisions about the future of water supply and treatment for Punakaiki, and engage with other partners to fund future work in this area.
The work consists of three components:
1) A detailed business case for the provision of potable water for the Punakaiki community that is cost effective, affordable in the long term, reliable and resilient.
2) An assessment of existing wastewater treatment systems to determine their compliance with current standards and ability to cope with increased loading through higher visitor numbers
3) A detailed business case for the development of a centralised wastewater system that meets current and future demands and ensures protection of both the marine and fresh water environments
The work will require engagement with council staff, the local community, business owners and the Department of Conservation to find solutions that meet the needs of all affected parties.
