This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Charleston District is conducting preliminary research to determine the market capabilities of potential contractors to support projects issued under two Multiple Award Task Order Contract (MATOC).
The Charleston District intends to award two (2) Multiple Award Task Order Contracts (MATOCs) for General Construction projects (new construction, rehabilitation, maintenance, or repair) located in two (2) distinct regional CONUS areas. Both MATOCs will be set-aside for small businesses only. One (1) MATOC is planned to be awarded for the East Region, and one (1) MATOC is planned to be awarded for the West Region. The regions will be separated by the Mississippi River. Only firm-fixed-price (FFP) task orders will be allowed under these two (2) MATOCs.
The intent of the Charleston District is to solicit the requirement in accordance with Class Deviation 2018-O0006, Evaluation Factors for Certain Multiple Award Task Contracts, (MATOC) or Indefinite Delivery Indefinite Quantity (IDIQ) Contract, dated December 13, 2017. Therefore the Government intends to award a contract to each and all qualifying offerors. A qualifying offeror is an offeror that is determined to be a responsible source, submits a technically acceptable proposal that conforms to the requirements of the solicitation, and the Contracting Officer has no reason to believe would be likely to offer other than fair and reasonable pricing. The deviation permits Contracting Officers to evaluate cost or price only at the Task Order (TO) or Delivery Order (DO) levels, as long as the multiple-award contract under which the orders are being placed are for the same or similar services and a contract award was made to each and all qualifying offerors.
In order to better determine market capabilities we are requesting all interested small businesses complete the attached form and return to the Primary Point of Contact no later than the directed response date.
