The NAVAIR Air Systems Command (NAVAIR) intends to award a fixed price sole source contract to Raytheon Company, Inc. for a quantity of (78) LAU-115D/A guided missile launchers, part number 3929AS100 and a quantity of (52) LAU-116B/A guided missile launchers part number 3930AS100-1 (left hand), 3930AS100-2 (right hand), for the United States Navy (USN). There is a potential for up to an additional (227) LAU-115D/A guided missile launchers and (236) LAU-116B/A guided missile launchers procurements to occur after USN efforts are on contract. The LAU -115D/A provides for the suspension and launching of the AIM-7 missile, and can be configured with LAU-7 or LAU-127 guided missile launchers to carry AIM-9 or AIM-120 missiles. The LAU-116B/A provides the capability to suspend and launch AIM-7 and AIM-120 missiles from F/A-18E/F and EA-18G aircraft. Both launchers provide for electrical and mechanical interface between the missile and launch aircraft as well as two-way data transfer between missile and cockpit controls and displays. The data transfer capabilities allow for pre-flight orientation and control circuits to support missile launch.

The acquisition will be procured under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is the only qualified manufacturer with and active production line to perform this effort in the time required to meet USN fleet requirements. Raytheon is the only qualified manufacturer possessing the required technical knowledge and facilities, including machining, forging, molds, tooling and special test equipment to perform the function required to meet the current and emergent fleet needs.

Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.
