Description

Delivery of frozen food components for lunch for approx. 600 children in the 8 municipal hospitals. For the production of lunchtime meals for children in the municipal day-care centres and open all-day schools, an external supplier of frozen food components is to take over the supply for the period of 2 years from 1.8.2020 for the production of lunchtime meals for children in the municipal day-care centres and open all-day schools. In the facilities, children aged between 1 and approx. 10 years will be provided with a warm lunch.3 The following requirements must be met:3.1. scopeIn the municipal facilities, 5 days of catering are provided for each week. During the closing times of the facilities (up to a total of 5 weeks per year) as well as on public holidays, no meals are provided.the provider guarantees the delivery of the frozen food components for the production of a nutritionally child-friendly lunch once a week to the respective locations of the facilities (for locations, see appendix).there is no obligation to purchase the number of children specified, and no guarantee can be given regarding the scope of the orders. Orders are placed at least 14 days a week, depending on the facility. Invoices are issued monthly.3.2. qualityThe food components must be based on the certification models of the INFORM Germany initiative for healthy nutrition and more exercise and must comply with the regulations of the German Society for Healthy Nutrition (DGEG).the products must be free of preservatives, additives, colourings, flavour enhancers, artificial flavours and sweeteners.no food is offered in which alcohol/alcohol flavours are used.no genetically modified foods are used, this must be certified accordingly.The components are to be offered in organic quality with a share of at least 50%.the components are to be offered as special products for diabetes or food intolerances.vegetarian components are also to be offered for children who do not eat meat or fish for ethical or religious reasons.the ingredients must be declared accordingly in accordance with the Food Information Regulation (EU 1169/2011).the meals must be individually portionable and prepared in Gastro-Norm 1/1 and ½ containers in convection ovens or combi-steamers.3.3 HygieneThe contractor is responsible for the compliance with all hygiene regulations, from the external preparation up to the handover on site.the legal requirements according to the regulation (EC 852/2004 and infection protection law)An operational quality assurance and hygiene concept according to HACCP is required. The compliance with the hygienic regulations must be checked in the form of regular controls - in August and February of each year - by a professional third party of the food control and must be proven by certificates. The contractor undertakes to comply with all hygiene regulations and to forward the results of inspections to the customer without being requested to do so.3.4. transport and deliveryThe transport and delivery are to be ensured by the supplier.the deliveries are usually made weekly or fortnightly and depend on the storage capacity of the respective facility.the means of transport (thermophores/thermoporte) which meet the requirements and are hygienically compliant are to be provided by the supplier for the transport.the specifications on standing times and temperatures (TLMV, Ordinance on Frozen Food) are to be observed. The cold chain must not be interrupted during transport. Standing times and temperatures must be documented and the delivery must not cause any impairment of the operation of the respective facility location.3.5 ReferencesA minimum of 2 current reference facilities and reference food offers of the provider in the area of catering for children in the area of day-care and primary school must be presented in each case, as well as the necessary certificates (HACCP, ISO 22000, BIO seal).Within the framework of the application, the provider must also:- provide proof of commercial activity (not older than 6 months);- submit a company profile/company presentation with details of the turnover (net) of the last 3 financial years, separated by years, as well as a- self-declaration in accordance with §§ 123, 124 GWB (Law against Restraints of Competition); - the client reserves the right to request additional third-party certificates on the non-existence of grounds for exclusion if there are doubts about the correctness of the self-declaration.4. award criteriaIn addition to the price, the taste will also be evaluated, for which purpose a free trial meal will be held, during which 3 different dishes of the day will be prepared in one of the municipal facilities.4.1. 3 different dishes of the day will be offered for selection:Vegetarian:Vegetarian bolognese, spaghetti.with meat:Chicken escalope with wholemeal rice, cauliflower (lightly bound) and cream sauce.with fish:Breaded plaice fillets with mashed potatoes and creamed spinachAt the tasting meal:- 29 representatives from the institutions (11 parents, 8 of whom are from day-care centres, 3 from OGS/8 children from day-care centres aged 4 to 6, 6 children from OGS aged 7 to 10 years/4 professionals, 2 of whom are from day-care centres, 2 from OGS);- 3 representatives of the supporting organisations;- 3 representatives of the Youth Welfare and School Committee.participation- a total of 35 people 4.2. evaluation:The evaluation is carried out according to the distribution of points.Highest points are awarded for the following criteria:- 40 points: Prize;- 60 points: Result of the test meal.criteria for the evaluation of the test meal by the participants are:- appearance;- mouthfeel;- taste/odour;- spices.each offer will be given a pre-determined colour assignment, which will not be made known to the participants of the test meal.the evaluation will be carried out per dish on the basis of evaluation cards by ticking them off, anonymously for the participants. For each evaluation the marked smiley under "Total" counts for each dish and is counted with Laughing = 5 points, Neutral = 3 points, Sad = 1 point.4.3.
