Since July 2018 a new GIZ program: support of the modernization of the civil registration system in Cameroon it's partners, with as general objective: the ministry of decentralization, the National Agency of the Civil Status Registration System (BUNEC) and partner municipalities are capable, to realise an inclusive and accountable system for civil registration and vital statistics. The program is located in Yaoundé, with 2 regional offices, in the North and the South-West regions. In the regions we support the regional offices of BUNEC and a total of 15 selected partner municipalities. Trough upscaling, and through the BUNEC agency we have an impact on a national level. The 3 components of the program are:1) Improvement of the capacities of BUNEC and other partners on a national level;2) Developing and piloting reform measures in selected municipalities and direct support for the civil registration centers;3) Reinforcing the demand side through public awareness raising and the promotion of a civil society dialogue. Important stakeholders on a local level are the municipalities with their responsibilities for the civil registration centers. Currently all certificates are done manually in registration books. The current system has many challenges, like the archiving of the books, and a lacking statistic system. About half of all births is registered and almost no deaths. The recommendations of the UN, to have a continuous obligatory and universal registration of births, marriages and deaths, is not being met. The statistical part of the system, to have a reliable population statistic, is more or less absent. Component 1 especially supports the national agency with their improvement measures for all the local civil registration centers. One of the planned improvements concerns the digitalisation of the registration system, as it takes place in the centers. For this, a comprehensive masterplan for the informatisation of the system has been elaborated and approved in 2018. As a preliminary phase, before the realization of the masterplan can start, a study was programmed to visit all 374 civil registration centers and make an elaborate inventory of the infrastructure, personnel, functioning, material, collaboration between centers and with other structures like health centers and the judiciary. Concretely, this study concern on the one side the general functioning and challenges of the centers and on the other side certain aspects particularly important for a future digitalisation of (parts of) the system. The latter concerns for example the building, security and electricity, or the existing use of computers or the existing computer-use capacities. The data should be registered in a data-base and checked for errors. The data should then be analyzed to get to an overview of the state of the centers and their preparedness for future digitalisation. The analyses should also identify general trends and challenges concerning functioning and personnel. Every municipality should get a ‘fact-sheet’ the state of their local civil registration system. The data-base should be accessible for future use by the local partner BUNEC and the program.
