According to § 3 Abs. 3 of the Thüringer Feuerwehr-Organisationsverordnung (ThürFwOrgVO) vehicles and special equipment have to be provided according to local requirements. Therefore, the City of Großbreitenbach intends to purchase a HLF 20 in accordance with the following specifications in accordance with local requirements. The aim is to procure a vehicle of almost the same construction, in terms of compartmentalisation and loading, as an HLF 20 already available in Großbreitenbach. This vehicle procured in 2015 is regarded as a model! The vehicle body must be made of non-corroding material (outer skin) and must be suitable for accommodating the crew and the fire-fighting equipment in accordance with the currently valid DIN and EN standards. The vehicle shall continue to be equipped with the minimum load in accordance with DIN and with the additional load specified in the List of Services. During dismantling, it is essential to ensure that logically connected loading groups are formed and that any free spaces are not unnecessarily obstructed by fixtures. The tender will be carried out in 2 lots: lot 1 - chassis and lot 2 - superstructure and loading. If items of the service description are not filled in, it is at the discretion of the bidder whether the bid is excluded from the evaluation. The bid prices in Euro are fixed prices for the entire execution period and must include any ancillary costs. The prices are inclusive of taxes and duties. The taxes and customs duties are to be shown separately. In the bill of quantities, it must be specified bindingly up to what point in time or within what delivery period the required service can be rendered. The compatibility between the chassis manufacturer and the bodybuilder shall be ensured by the contractor. If a manufacturer/supplier can offer different chassis or different bodies for the assistance fire-fighting group vehicle, all possible chassis, bodies or combinations of chassis with body with the corresponding prices shall be indicated. For this purpose, the service specification can be copied as often as necessary. The service description represents a minimum requirement profile. The offer must be written in German and must be denominated in Euro. The client reserves the right to delete individual items from the offer if the budgeted sum is exceeded. The remaining individual price items remain unchanged in this case. Some of the manufacturers of equipment are named in the specifications according to the practical experience of the customer. Equivalent equipment may be offered in any case. If, in addition to the required characteristics, further services are required for functional and faultless operation, these must be listed separately with all necessary information and included in the quotation.Remarks and notes of the manufacturer/supplier must be given on a separate supplementary sheet with further explanation. The supplementary sheet shall be attached to these specifications. The given dimensions and numbers must also be confirmed by actual dimensions or actual numbers as remarks. For various reasons, such as tactical necessity, economic availability of spare parts, technical experience or uniform operability, various details or components with manufacturer specifications are explicitly prescribed by the customer. Changes due to technical progress or due to standards within the Großbreitenbach fire brigade can also result in an adjustment of the specifications at a later date. However, this does not affect the validity of the tender, but is negotiated individually with the contractor. The load maintenance systems required in the service description are to be installed in the vehicle after consultation and electrically connected. All cables and connections must be assembled up to the intended installation location and included in the calculation by the contractor. The acceptance of the fire-fighting vehicle is carried out in accordance with § 21 StVZO by an officially recognised expert for motor traffic and by an authorized inspector for fire-fighting vehicles of the Free State of Thuringia (Thuringian State Fire Brigade and Disaster Control School - LFKS), among others; inspection in accordance with DIN EN 1846-2 Section 6.1 ff. and 6.2 ff. The vehicle is also tested by representatives of FF Großbreitenbach. The acceptance of the faultless vehicle takes place at the contractor's. The contractor has to carry out a work instruction into the vehicle for 8 machine operators of FF Großbreitenbach in the form of a training (approx. 2 days in the manufacturer's works). In addition to basic operation, the training is also intended to enable participants to carry out smaller-scale maintenance work and methodical troubleshooting. The machinists are to be enabled to pass on the contents at the site as multipliers. Following the collection of the vehicle, an appointment for a training course at the location of the vehicle must be agreed with the customer. The costs for the training, including 2 overnight stays, are to be included in the total price. At the manufacturer's site of the vehicle construction a body shell acceptance takes place, the contractor prepares a protocol for this. The vehicle is to be delivered completely filled with operating materials. The crew cabin should be designed, if possible, in the form of a safety cabin, tested according to ECE R 29.
