Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Ray Brook, New York, Contracting Officer for the acquisition of various subsistence products. This package contains all the necessary information for submitting a request for quote for evaluation. In submitting the request for quote, vendors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of your quote. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation.

All potential offerors are advised that this solicitation includes the clause FAR 52.204-99, System for Award Management (www.sam.gov) registration. As of October 2012, all vendors participating shall be registered in the SAM website (www.sam.gov). Also, please ensure your business is registered in the www.sam.gov database under the proper NAICS code for this solicitation. As of January 1, 2005, all potential offerors are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation may result in elimination from consideration for award.
Please ensure that your DUNS number and TIN number is listed on your bid sheets along with company name, address, email, and telephone number.
The Government intends to make multiple fixed price awards to the offerors (bidders) offering the lowest price and who conform to all requirements of the solicitation. Individual credit card orders will be issued for all items under $10,000. The Government reserves the right to award by line item or in aggregate.
Each offeror/bidder shall carefully read and review each line item offered for bid, paying close attention to the size of the container, description, and number of units of issue, etc. requested prior to offering your price. All packages must be properly labeled according to the attached National Specifications. Failure to follow these guidelines will result in the delivery being refused. National Specifications are provided for your information and product clarification. All deliveries must be made within 30 days from the notice of award. Additionally, all successful contractors shall provide a tracking number and transportation information within 10 days of award. All orders not delivered after 30 days will be canceled and awarded to the next lowest bidder.
This solicitation is being solicited under FAR 52.212-1(g). This solicitation is also being advertised under FAR subpart 9.1 - Responsible Prospective Contractors - General Standards (9.104-1).
All items must strictly adhere to the attached National Menu Specifications. Any items delivered that do not meet the specifications will be refused and award will be made to the next capable vendor without discussion. All items paid to a small business will be net 15 days and all bids will be FOB Destination to FCI Ray Brook; by submitting a bid, you agree to these terms.
Offers shall be received on or before the deadline May 20, 2019 12:00 P.M. Eastern Standard Time, via email, US mail, or fax. Bidder is responsible for ensuring receipt of bids.

Please do not submit quotes to any location other than the ones listed above. Quotes received after the deadline will not be considered and vendors are responsible for ensuring their quote was received. There are no Friday deliveries, unless previously scheduled, no deliveries after 1:30 PM, any overages will be refused, all deliveries must be scheduled in advance with the Food Service Warehouse at (518) 897-4124, and all deliveries will be accepted "Conditionally." Please relay this information to your delivery companies.
