NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT

Solicitation Number: AGM50-R-19-00032JG
Title: Facilities, Operations and Maintenance for FM Broadcast Station in Dakar, Senegal

This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.
The U.S. Agency for Global Media (USAGM) hereby submits a notice of intent to award a sole source firm fixed price contract for provision of Facilities, Operation, and Maintenance, for the USAGM FM broadcast station in Dakar, Senegal. The USAGM intends to make the award to Excaf Telecom, located in Dakar, Senegal in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
The period of performance for this requirement consists of one base year and four (4) one-year option periods beginning August 1, 2019 through July 31, 2024. The estimated value for this contract covering all five years of the period of performance is $486,750. The contract option periods are subject to availability of Government funding.
The USAGM could not identify any additional potential sources beyond the current Contractor who can meet the USAGM's requirement. It has been determined that the Contractor is the only known Contractor to USAGM who is capable of and authorized to provide the uninterrupted USAGM broadcast programming on a twenty-four (24) hours, seven (7) days per week basis in Dakar, Senegal (see attached agency justification).
 
This Notice of intent is not a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quote (RFQ).

Interested firms must submit a written response that clearly demonstrates their capability to provide the above requirements. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. Information received in response to this notice will be considered for purposes of determining whether to conduct a competitive procurement. The Government is not responsible for any costs incurred by interested parties responding to this notice. 

Written responses to this notice must be submitted to Jacqueline Gray, Contract Specialist via e-mail to jgray@usagm.gov, not later than 4:30 PM Eastern Daylight Time (EDT) on Thursday, May 23, 2019 and must include the solicitation number in the subject line. Questions regarding this notice must also be submitted to Jacqueline Gray via e-mail to jgray@usagm.gov, not later than 4:30 pm EDT on Tuesday, May 14, 2019 and must include the solicitation number in the subject line.

ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. 

Telephone or faxed responses will not be accepted and will not receive a response. Any determination to compete or not to compete this proposed contract is solely within the discretion of the U.S. Government. This Public Notice is not a RFP, IFB, or RFQ.
