The Department of Justice, Justice Management Division, Library Staff, intends to procure from ABB Enterprise Software access to EV Market Ops, EV Power with New  Entrants, and EV Energy Map and the copyrighted materials contained in the products for the Antitrust Division Competition and Policy Section. The requirements of the Antitrust Division include the ability to visualize LMP market data; access to integrated market data that is updated daily with aerial imagery and the most accurate geospatial data; Data coverage should include multiple layers for the natural gas industry, coal industry, electric industry, environmental issues, and should include the ability to map the countries, major cities, states, zip codes, urbanized areas, cities, major roads, rivers, lakes, aquifers, stream gauging stations, and census tracks. They also require a comprehensive view of North America power markets. Data coverage should include electric company overviews, plant operations statistics, utility operations statistics, daily power prices, forward power prices, short term price forecasts, wholesale transaction details, wholesale power sales, Canadian imports & exports, retail transaction details, utility regulatory financials, statement of income & cash flow and daily stock prices for the SEC 10k & 10Q, monthly capabilities at peak demand, and net energy for load & peak demand. The Antitrust Library also requires hourly data for generation (US and parts of Canada), heat rates, emissions (EPA CEMS), loads and prices (FERC and ISO). Data coverage should include ISO real-time and day ahead LMP pricing, ISO ancillary pricing, ISO zonal load data, ISO total load data, control area actual peak load data, historical demand by zone, market marginal costs, ISO hub and zone definitions, ISO zonal load forecasts, control area forecast peak load data, forecast demand by zone, annual & monthly unit operations summary, hourly unit generation, unit capacity blocks, unit ramp rates, GADS availability report, GADS outage cause report, unit emission control installations unit level NOx, S02 and C02 total emissions for the US and Canada, and the unit level emission allowance holdings. Market research shows that ABB is the only company that can provide all of the required information.  
The statutory authority for the proposed procurement is 41 U.S.C. 253(c) (1), only one responsible source. The solicitation will not be distributed on the General Services Administration website (www.fbo.gov ). This is not a formal solicitation, however, interested concerns must respond within fifteen (15) days from the date of this synopsis with written documentation, detailed data and pricing information that clearly demonstrates their ability to perform the requirement. Responses received because of this notice of intent shall be considered solely for determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals. A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government.
