Description
The Office for Urban Green Areas and Waters intends to award a contract for the preparation of an integrated floodplain development concept for the Elster-Pleiße floodplain in Leipzig (southern part of the floodplain). After its completion, this concept is to be combined with the concept for the Elster-Luppe floodplain (north-western sub-area of the floodplain), which will have been completed by then, to form an overall floodplain development concept (Elster-Pleiße-Luppe floodplain) for the entire urban area up to the state border with Saxony-Anhalt.The development concept is intended to serve as an essential basis for overall floodplain development in the entire urban area and, as a politically legitimized planning instrument, to set the framework for future decisions that will have an impact on the area. Spatially effective plans and projects with an influence on floodplain development can be evaluated on the basis of the floodplain development concept as to whether they may impair or even prevent the achievement of the concept's objectives, or can be integrated in a targeted manner in order to sustainably secure or develop the floodplain.An essential part of the concept development is to identify the areas of conflict in the overlapping of hydrological, ecological and socio-economic interests and diverging spatial claims (such as sustainable urban development incl. infrastructure, recreation and tourism, climate change adaptation, but also agriculture, forestry and water management and flood protection) and to derive from this the potentially possible goals for floodplain development. Furthermore, application-oriented approaches to solutions and a program of action are to be developed. The proposed measures are to be specified and prioritized with regard to their time horizon (short, medium, long term) as well as spatially. This shows that the consideration of diverse requirements and framework conditions in the urban area represents a central challenge, which requires an integrative, overall approach as well as a broad participation of local and regional actors within the framework of this planning process.
The client assigns to the contractor the services of the work steps 1 to 5 described in the specification of services (§ 2, section I.1):1. concretization of the task2. development of the mission statement3. analysis of potentials and restrictions/derivation of the development goal4. concretization of the action/measure program5. preparation of an agreed version and data transfer
