Description

The subject of the order is the supplementary elaboration to the project of the Protection Plan for the "Ujscie Warty" National Park, through: execution of 8 studies, being an analysis of issues related to the functioning of the "Warta Mouth" National Park in the implementation of nature protection tasks and creation of a draft Regulation of the Minister of Climate and Environment on the establishment of the Protection Plan for the "Warta Mouth" National Park and carrying out public consultations. The order has been divided into 2 parts. Detailed description of the subject of the order is included in attachment no. 9 to SWZ.
Within the framework of part I of the contract the contractor is obliged to 1) Execute 8 operations for updating the project of the Protection Plan of the National Park "Ujście Warty", listed below:a) Hydrological report b) Road and bridges report c) Verification and update of land register status d) Update of the description of the course of the borders of the "Warta Mouth" National Park and its buffer zone e) Development of strategy for elimination of invasive species f) Completing the Draft Protection Plan with newly identified species g) Description and evaluation of social and economic conditions in the context ofeconomic conditions in the context of potential conflicts between nature protection and economyh) Forest ecosystem management plan 2) Development of a project of Ministry of Climate and Environment Decree on establishing the Protection Plan for the "Warta Mouth" National Park.A detailed description of the subject matter of the contract is provided in appendix no. 9 to SWZ (Description of the subject matter of the contract).The Contracting Authority provides the following subject matter evidence to confirm that the subject matter of the contract meets the requirements of the specified tender evaluation criteria The list of persons drawn up in accordance with Annex 6a to the SWZ, together with evidence in the form of references or other documents from contracting authorities (e.g. references from a national park, Regional Directorate for Environmental Protection) that will show that the draft plan for the protection of the national park, landscape park or nature reserve or draft plan of protection tasks for Natura 2000 area or plan of protection/management plans for protected areas in other countries, established under their legislation, in the preparation of which the indicated team leader took part, was established by way of Regulation of the Minister responsible for the environment / resolution of the Regional Assembly / by way of order of the Regional Director for Environmental Protection / in accordance with the relevant legislation of another country, respectively;- for the purposes of the quality criterion "Scientific achievements of team members" - a list of persons drawn up in accordance with Annex No. 6a to the SWZ, together with statements of managers or team members containing information on the authorship or co-authorship of their scientific publication understood as a scientific article or scientific monograph within the meaning of the Regulation of the Minister of Science and Higher Education of 22 February 2019. on the evaluation of the quality of scientific activity (Dz. U. z 2019 r, The Contracting Authority requires that the evidence in question be submitted together with the offer. The Contracting Authority does not provide for supplementing the said means of evidence under the rules described in Article 107(2) and (3) of PPL.As regards Part I: The Contracting Authority recommends that contractors interested in submitting a tender in the Proceedings, at the stage of preparing their tender, conduct a site inspection. The date of the site visit and the technical details of its conduct shall be agreed with the Contracting Authority. Location of the site inspection: "Ujście Warty" National Park, Chyrzyno 1, 69-113 Górzyca and the area of the "Ujście Warty" National Park. Contact to the representative of the Contracting Authority responsible for conducting the site inspection: Michał Wołowik, michal.wolowik@pnujsciewarty.gov.pl, 607 716 421The Ordering Party requires employment on the basis of employment contracts by the contractor or, respectively, by the subcontractor of persons performing activities which, in the opinion of the Ordering Party, consist in the performance of work as specified in Article 22 § 1 of the Act of 26 June 1974. - Labour Code: administrative and office work performed under the direction of the contractor or, respectively, the subcontractor. The requirements for verification of the obligation to employ a contract of employment and sanctions on this account have been specified in the draft contract provisions constituting Attachment No. 2a to the SWZ. The contractor will carry out social consultations on the project of the protection plan for the "Ujście Warty" National Park. The social consultations will be carried out in the form of two meetings: 1. workshop meeting - working meeting,2. summary meetingThe social consultations will be carried out in four communes where the Park is located: Kostrzyn nad Odrą commune, S這雟k commune, Witnica commune and Górzyca commune. The detailed description of the subject matter of the contract is contained in appendix no. 9 to the SWZ (Description of the subject matter of the contract).The Contracting Authority provides for the following means of evidence to confirm that the subject matter of the contract meets the requirements of the specified bid evaluation criteria: - for the qualitative criterion "Experience of team members" - a list of persons drawn up according to Annex No. 6b to the SWZ and references or other documents confirming experience in the implementation of a service involving the organization of events in the form of consultations/social dialogue, the subject of which was a protection plan for a national park, landscape park or nature reserve or drafts of a plan of protection tasks for a Natura 2000 area or protection plans/management plans for protected areas in other countries established on the basis of their legislation, - for the qualitative criterion "Experience of the moderator" - for the quality criterion "Moderator's experience" - a list of persons drawn up in accordance with Annex 6b to the SWZ and references or other documents confirming the experience of the indicated person in acting as a moderator during consultations/social dialogue, the subject of which was a protection plan for a national park, landscape park or nature reserve or drafts of a plan of protection tasks for a Natura 2000 area or protection plans/management plans for protected areas in other countries established on the basis of their legislation. These means of proof shall be submitted together with the tender. The Contracting Authority does not provide for supplementing the evidence under the rules described in Article 107(2) and (3) of the Public Procurement Law. - Labour Code: administrative and office work performed under the direction of the contractor or, respectively, the subcontractor. The requirements for verification of the obligation to employ a contract of employment and sanctions on this account have been specified in the draft contract provisions constituting Attachment 2b to the SWZ.
