In the project "Stadtsicherung Bitterfeld" and in the complex project "Kraftwerkssiedlung - Park der Chemiearbeiter" the continuation of the previous regular groundwater and surface water monitoring including the monitoring of wells, plants and discharges is planned.MDSE Mitteldeutsche Sanierungs- und Entsorgungsgesellschaft mbH as the project-executing agency for both projects is responsible for the monitoring and maintenance of the measuring network for water monitoring. Due to the partly sensitive infrastructure in the urban area of Bitterfeld, the measuring campaigns to be carried out in short periods of time as well as the necessary guarantee of sufficient flexibility for the short-term implementation of additional measuring programmes if required, a complex coordination of personnel and technical aspects of all requested monitoring services is necessary.Subject of this request are the following monitoring services for a period of 3 years from 2021 to 2023:- Planning and preparation of measuring and sampling campaigns;- Water level measurements and deep soundings at groundwater measuring points;- Sampling at groundwater and surface water measuring points (GWMS/OFWMS);- Sampling at wells, facilities and discharges;- sinking oriented sampling in the Great Goitzsche Lake;- Preparation and execution of maintenance and repair services at the measuring network;- Disposal of contaminated groundwater;- Special services (special measuring programs);- Provision of data and documentation;- Coordination of all monitoring services.Analytical services are not the subject of this enquiry; an extension of the services from 2024 is optionally possible for a further 3 years until 2026. The optional total contract period is thus 6 years.
The groundwater in the project areas is contaminated with pollutants in varying intensities from low to high. The contamination situation is on the one hand geogenous or, due to the former lignite mining, strongly influenced by iron and sulphate. In particular the sulphate concentrations predominantly cause a concrete aggressive groundwater. On the other hand, the groundwater is also polluted with typical chemical pollutants due to the former industrial activities of the former chemical combine Bitterfeld. All services are to be implemented in accordance with the quality plan of the client "Specifications for the quality-compliant performance of water level measurements and sampling at groundwater and surface water measuring points as well as at wells and plants". For groundwater sampling, a digital recording of all measured variables (on-site parameters of the groundwater environment and pumping hydraulics) in real-time operation using a suitable system must be implemented.1. Water level measurements at groundwater measuring points Stadtsicherung Bitterfeld:Minimum response time for special measurements: 24 h according to customer's requirements- weekly water level measurements: at 23 GWMS each within 1 working day and same weekday;- monthly water level measurements: at 88 GWMS each within 1 working day together with the weekly water level measurements in the last complete week of the month according to the specifications of the client;- annual water level measurements: at 4 GWMS each within 1 working day together with the weekly and monthly water level measurements, execution with deep sounding at all measuring points, each in the last complete week of the month of November according to the specifications of the client.2Sampling Bitterfeld city security: Minimum reaction time for special measurements Groundwater measuring points: 48 h;Minimum reaction time for special measurements Surface water measuring points, discharges, wells and plants: 2 h (within the usual working hours);According to the requirements of the client, including coordination of the contractor with the laboratory for the provision or disposal of the samples. Provision and collection of sets of bottles Groundwater measuring points:- Semi-annual monitoring: at 80 GWMS in June and 61 GWMS in December, each within 3 consecutive working weeksSurface water measuring points and discharges:- Monthly monitoring: at 8 OFWMS watercourses (each within one working day, Thursdays, approx. middle of the month in accordance with Section 4.2.1 of the German Water Resources Act) Monthly monitoring: at 8 OFWMS watercourses (each within one working day, Thursdays, around the middle of the month according to the concrete specifications of the client), at 6 discharges of the groundwater surveys into the watercourses (each within the working day of the monthly monitoring of surface water);- Semi-annual monitoring: at 3 discharges in addition to the monthly monitoring discharges (cemetery, a10, hospital; each within the working day of the monthly monitoring of surface water)Wells and plants:- weekly monitoring: at 1 plant inflow and 1 plant outflow groundwater purification plant Bergmannshof (tap sample; each Thursday);- quarterly monitoring: at 9 wells (tap sample; each middle of the month), at 3 pumping stations Bergmannshof/Annahof (scoop sample; each middle of the month);- half-yearly monitoring: at 4 wells in addition to the quarterly monitoring wells (tap sample; together with the wells of the quarterly monitoring).Depth-oriented sampling at the Great Goitzsche Lake:- annually at 11 measuring points at the end of September, taking into account weather conditions for the implementation of the measurements and in coordination with the client (carried out within one working day).3 Sampling park of the chemical workersMinimum reaction time for special measurements Groundwater measuring points: 48 h;Minimum reaction time for special measurements Wells and facilities: 2 h (within the usual working hours);According to the client's requirements, including coordination of the contractor with the laboratory for the provision or Provision and collection of sets of bottlesGroundwater measuring points:- Semi-annual monitoring: at 10 GWMS in June and December within 1 working week in each case;Wells and installations:- Twice a month (approx. every fortnight, at the beginning and end of each month) at 1 pump shaft (tap sample).For the documentation of the work the following documents are to be handed over to the client:- Daily report (digital);- Weekly report on water level measurements (digital);- Weekly report on sampling (digital);- Quarterly report: Compilation of all documents and results of the daily and weekly reports on sampling and water level measurements in digital form and 1 x in paper form.
