General information on the servicesThe Public Procurements Act, etc., contain requirements that companies take the environment and climate into consideration in procurement processes. It is therefore decisive that the Norwegian Parliament complies with the current laws and rules in this area.Furthermore, the Norwegian Parliament is responsible for the execution of many different assignments, and it is important that the Norwegian Parliament has competence on what the environmental and sustainability requirements are in daily operations. At the same time, developments in the environment area require that the Norwegian Parliament must also make decisions on strategic environmental questions, have good routines in place, action plans, and goals for further developing environmental work.In order to fulfil the above goals, we would like to enter into a contract for the procurement of strategic environmental assistance and environmental assistance for individual procurements.Service requirements- Strategic environmental assistance. Due to an increased focus on the environment in society, there are increasingly stringent demands that entities take the environment into consideration in both general operations and procurement processes. Taking care of the environment must also be seen as an important social task. The government's climate goals will, to a greater degree, set guidelines on how public entities adapt their operation and requirements as to how entities can be as environmentally friendly and sustainable as possible. Due to this, the Norwegian Parliament needs strategic environmental competence and environmental competence for operational assignments. Work assignments within strategic environment consultancy services can include assistance with preparing an environmental management system, strategies and action plans, environmental reports/environmental audits, and setting goals and routines. Environmental advice for operational assignments will be connected to, for example, waste management, discarding IT equipment, laundry, and printing.- Environmental advice for procurements. Procurements are a central policy for reaching environmental goals. The Norwegian Parliament needs assistance with getting environmental considerations into the preparation and execution of individual procurements and in contract follow-up. Relevant assignments will be an assessment of how environmental requirements are used in procurements, advice on how to comply with environmental requirements, what documentation is relevant to request, as well as assistance in evaluating tenders from an environmental perspective. Advice for contract follow-up can be connected to assessments of whether deliveries comply with the environmental requirements in the contract, follow-up of suitable measures if there is a suspicion of a contract breach, and assessments of changes/additions to contracts where this is legal and appropriate.The Norwegian Parliament makes a number of procurements within many different areas. A contract is therefore needed with a tenderer that has broad competence within environment consultancy services, so that it can offer consultants with competence within a broad spectrum of goods/services and within building and construction. Regarding procurements connected to constructional renovations and contract projects, there is a need for active use of an environmental consultant in both the procurement process and contract follow-up, who can also function as the Norwegian Parliament's representative in construction projects where the contractor is responsible for all or parts of the delivery. Advice can be on Norwegian and European environmental standards, and particularly environmental influences on the surrounding environment (waste, energy, transport) in the development, operation, and maintenance of buildings.Based on experience, we estimate that the scope of the procurement will be NOK 3 million excluding VAT for four years, but this can vary considerably due to changes in capacity needs based on the procurement need at any one time. The maximum limit for the framework agreement for the Norwegian Parliament will, however, be NOK 5 million excluding VAT for four years. The contract does not involve any purchase obligation for a specific volume for the Norwegian Parliament.The Norwegian Parliament would like to enter into a contract with a tenderer that can deliver both disciplines.
