Within the framework of the new Lyon-Turin rail link, TELT SAS is the public promoter responsible for the construction works and the management of the cross-border section of the future infrastructure.the purpose of this public contract is to provide environmental coordination services within the framework of the construction of the French part of the cross-border section of the Lyon-Turin rail project, all construction sites included.
The objective of the mission is to assist the project owner (MOA) to - ensure strict compliance with the prefectural decrees and regulations in force; - set an example in taking the environment into account during the project study and construction phases, beyond the regulatory obligations; - avoid any significant new impact on the environment; - minimize nuisance for local residents during the construction phase and foster a climate of trust with the population.The service provider will assist and advise the Owner on the environmental issues of the project and on the implementation of the environmental management plan for all the worksites, will coordinate the various environmental follow-ups, will draw up environmental reports, will carry out regular and targeted controls of the worksites and system audits to verify that the actors of the worksites (groups of companies and prime contractors) are fulfilling their respective roles for the execution of the works in compliance with the environmental requirementsThe scope of the contract covers the sites of the French part of the cross-border section, the construction of which is organized by operational site (OS). The mission takes place during the different phases of the project, consultation of the works companies, preparation of the worksites and construction works of the operational worksites. The service is thus configured as an assistance to the contracting authority as a 2nd level control. The present contract is a mixed framework agreement, i.e. with purchase orders and subsequent contracts.The following services can be carried out by means of purchase orders:A) General preliminary phase: - Taking cognizance of the operation; - Updating of the Environmental Analysis and of the general Environmental Management Plan (PME); B) Project phase and consultation of works companies: - Assistance for the analysis of the PRO by CO; - Drafting of the Environmental Compliance Notices and of the Organizational Framework of the Environmental Compliance Plan by CO; - Possible participation in the analysis of the works contract offers. C) Phase of preparation of the building sites: - Opinion on the Plans of Respect for the Environment and the planning of the works with regard to the nuisances; - Opinion on the Plan of Environmental Control of the main contractor (MOE) and coordination of these controls between the various batches; - Assistance for the administrative steps still to be carried out. D) Construction phase: - Presence on the various CO (on average, twice a month per site) and management of environmental coordination meetings; - Analysis of environmental monitoring and preparation of reports; E) Assistance to the MOA in its relations with the environmental contacts and the authorities in charge of the environmental police.The following services may be carried out by way of subsequent contracts:- Various expertises in the fields of acoustics, air quality, soil pollution, water, radiation, waste, fauna/flora, habitats, biodiversity, climate, public health;- Advice on life cycle analysis, carbon footprint;- Proposals for innovative impact reduction measures;- Benchmarking on an environmental theme.
