This concession follows the abandonment of procedure No 2019/S 104-254225 published in the OJEU on 31.5.2019. With a turnover of nearly EUR 9,000,000,000,000, 1,200 companies established and 12,000 employees, Rungis' international market is the largest in the world for fresh produce.Open 6 days a week, 17 hours a day, Rungis' international market is very diversified - both in terms of activities (5 product sectors), customer segments (retail trade, catering, supermarkets and supermarkets), sales methods (e-commerce, physical sales and delivery) and catchment areas (65% of sales destined for the Île-de-France, 25% for the province and 10% for exports).It enjoys a very strong reputation and image in France and abroad, both among professionals in its sectors and the general public, for example, the market enjoys 80% spontaneous recognition among the French (and 95% among the inhabitants of Paris Region) and 93% positive image.Semmaris is the company in charge of managing and developing the Rungis international market, by Decree No. 65-325 of 27.4.1965. It wishes to provide the concessionaire with a multipurpose room with a floor area of 1,747 m2 located at 1 rue Saint-Pôl de Léon-Fleurs 116 in Rungis (94631) with a maximum capacity of 1,500 people according to the fire regulations, classified as category 2 ERP.This is a concession on an exclusive basis and at the operator's expense and risk relating to the management, animation, promotion and commercial operation of a multi-purpose event hall in the heart of the Rungis international market.The candidate will ensure both the commercial management and the technical management of the event room:Concerning commercial management:Commercial management means the complete management of events but also the promotion of this place to customers of the Rungis MIN and people outside the market (receptions, festive events or birthdays, product launches, musical meetings, etc.) thus increasing the attractiveness and use of the place.The target audience is broad: all audiences, professionals, institutions, etc. Concerning technical management: Technical management includes the management of the room layout according to the event and its equipment, Semmaris provides a pre-equipped room with a stage, modular in 3 spaces that can accommodate several events at once, day and night.The incumbent will act as steward of the room during events and carry out all the necessary interior work, ensure the proper general maintenance of the room and carry out all necessary repairs that he/she considers essential for the conservation of the site in its current state. The operator of the hall will also benefit from outdoor parking spaces; the Paris-Rungis national interest market is in the public domain of the State, and the operator will pay a fixed fee to Semmaris for occupying the public domain and a percentage of the turnover generated, in accordance with Article L. 2125-1 of the General Code on the Ownership of Public Persons, the amounts will be proposed by the candidates, and the candidates will have to comply with a mandatory option, the details of which are specified in the WFD. The candidates will be able to propose a variant over the duration of the concession. The proposed duration must not affect the substantial elements of the procedure or free competition between undertakings. This period must be in line with the amount of the candidate's investments.
