Description
The Leibniz Institute for Farm Animal Biology awards the supply and implementation of an ERP system in a non-university research institution on the basis of an EVB-IT system contract within the framework of a negotiated procedure with a call for competition, in accordance with the scope of services specified in the following VgV. The performance description consists of the evaluation matrix as well as the following short description of the actual and target condition. At the Research Institute for Farm Animal Biology Dummerstorf several software solutions are currently used to map the resources. The ProMaf and Profiskal software are hosted on their own servers. The server, client and network structure corresponds to the BSI basic protection specifications. The DVZ is connected via the Lavine national network operated by the DVZ.The accounting is done by the Landesamt für Finanzen (State Office of Finance), the relevant reports are sent remotely by the FBN via the Landesnetz Lavine using the "BEATA" program. 350 users are registered in the FBN (probably 400 in the future). The publications of the research are published on the website.With the tender, FBN is striving for an integrated software solution in which all resources can be mapped without media discontinuity and which should include the following modules:- asset accounting,- financial accounting,- budget accounting,- cost and performance accounting,- ordering,- reporting,- e-bill,- personnel file and - management,- personnel cost controlling,- organizational structure,- travel expense accounting,- project planning/project management.The introduction of an ERP system enables FBN employees to work more efficiently by making data from all departments available in a database at all times. This standardization in one system increases profitability and minimizes delays in cross-departmental processes. The implementation is to be completed in the course of 2020, whereby we see the project schedule as the responsibility of the contractor, who will be coordinated and contractually fixed within the framework of the negotiation procedure. The start of the active operation is planned for 1.1.2020. As possible alternative dates, 1.7.2020 or 1.1.2021 at the latest could be agreed upon.From 1.7.2019, it will be possible to start with test operation and employee training.The last month before the "Go-Live", a pilot is to take place during which the key users will play through everyday scenarios in order to get a reliable basis for action and additionally be able to make final adjustments.The conclusion of the pilot is simultaneously the acceptance of the software by the client.
