VgV procedure "New NRW.BANK building Düsseldorf" in Düsseldorf.Award of planning services for technical equipment (HVAC) - plant groups 1-3 and 7 (fire extinguishing systems) - in accordance with HOAI 2021 for work phases 1-9 (incl. special services).A negotiated procedure with a call for tenders is being carried out within the framework of the Public Procurement Ordinance (VgV).
A building for NRW.BANK and a building for the Ministry of Finance of the State of North Rhine-Westphalia as well as other institutions of the State of North Rhine-Westphalia are to be constructed at Haroldstraße 5 in Düsseldorf. The building site to be separated for the two construction projects, which is currently occupied by the former Ministry of the Interior, is located in the state capital Düsseldorf south of the city centre in the Unterbilk district and is part of the government quarter of the North Rhine-Westphalian state government.The subject of the technical planning services to be awarded here is exclusively the new building project of NRW.BANK, for which a realisation competition has currently been announced. Competition designs are not yet available. The procedure was preceded by an urban planning competition for the entire Haroldstraße 5 site, the winning design of which will form the basis for the work in the architectural realisation competitions for the two construction projects of BLB and NRW.BANK planned on a partial plot each. The expected gross floor area above ground for NRW.BANK amounts to approx. 50,000 m². In addition, an underground car park with 650 to 750 parking spaces will be provided for NRW.BANK. In addition to office space for approx. 1,400 workplaces, central areas will be created which will also be used as event space. This will include a reception area, a bistro and a company restaurant. NRW.BANK is also aware of its responsibility for future generations and attaches particular importance to climate protection and sustainable construction. The main planning objective is therefore to achieve certification in accordance with the German Sustainable Building Council's "DGNB Platinum" label, the highest level of certification. A competition is currently being held for the planned planning task. The basis for the award of the structural engineering competition is the urban planning competition (for excerpts, see attachments).The buildings to be constructed for the users, the NRW state government and NRW.BANK, are to be erected on a connecting building plinth to the left and right of the breakthrough, respectively, which forms the transition from the large-scale buildings to a small-scale human scale on the ground floor. The plinths are to receive intensive greening and their facades are to support the activation of Harold Bay. One high-rise and one lower building are to be built on each of the plinths. The high-rise buildings are to be planned with a maximum height of 107.0 m (NRW state government) and 99.0 m (NRW.BANK) [data above street level], the lower buildings are to be designed as atrium buildings with a maximum height of 54.0 m (NRW state government) and 43.0 m (NRW.BANK). The roof surfaces were to be designed with a clearly perceptible slope. In the urban planning competition, the upright building parts were conceived as being based on two right angles, which form prisms with trapezoidal bases that are twisted in relation to each other. In order to enable the desired DGNB certification in the highest award level "Platinum", the pre-design criteria for certification were already specified in the competition. To this end, the bidder must comply with and demonstrate compliance with the requirements of the competition and the DGNB target agreement table. The subject of the contract are the basic services incl. special services of phase 1-9 in accordance with the HOAI 2021 of the following service profiles of the technical equipment:- plant group 1: waste water, water and gas plants,- plant group 2: heat supply plants,- plant group 3: ventilation plants,- plant group 7: fire extinguishing technology.The remaining plant groups of the technical equipment will be awarded in a separate procedure, which will be put out to tender in parallel.The planning is to be adapted to current requirements during construction if necessary in order to ensure an optimum construction process.
