Description

Framework contract for general planning services for the realisation of various projects of Vattenfall Wärme Berlin Aktiengesellschaft within the framework of the coal phase-out at the Reuter West site in Berlin over a period of at least 8 years.
The contracting authority intends to gradually replace the existing plant park, consisting of old coal-fired plants, at the Reuter West site, Großer Spreering 5, 13599 Berlin in various sub-projects as part of the phase-out of coal. This also requires accompanying infrastructure projects for the integration of the new plants into the site and the connection to the external infrastructure (e.g. electricity grid & energy distribution; natural gas grid, district heating; local and cross-site control room).The aim of the project is to modernise and decarbonise the site and to pave the way for a climate-neutral electricity and heat supply for the capital beyond 2030.According to the current state of planning, the contracting authority intends to achieve the objective through the following sub-projects: 1st sub-project: Hybrid Heat and Powermulti-linear gas turbine CHP plant 480 MWth and 120 MWth power to heat (e-boiler). In the future, the plant must be able to process hydrogen. 2nd sub-project: 70 MWth heat pump:The waste heat from the neighbouring plants of the Berliner Wasserbetriebe (BWB) is to be made energetically usable for the district heating network through the construction of a heat pump. 3rd sub-project: MüVA steam turbine plant for 100 t/h steamThe steam from the neighbouring waste incineration plant of the Berliner Stadtreinigung (BSR) is to be made energetically usable for the district heating network through the construction of a new steam turbine plant.4th sub-project: site coordination: overall site and construction site infrastructure 5th sub-project: electrical connection to the 380/110 kV grid and the medium-voltage switchgear 6th sub-project: thermal connection: new overall hydraulics for connecting the site to the district heating gridThe sub-projects are to be controlled and coordinated accordingly in a superordinate project: Reuter Portfolio Coordination. The concrete plans for the various sub-projects are at different stages of planning and maturity. The awarding authority cannot rule out the possibility that further sub-projects will be added or that sub-projects already planned will not be implemented. In order to coordinate the very complex, cross-sub-project planning of the respective sub-projects and to be able to implement them with as few interface losses as possible, the awarding authority considers it objectively and technically necessary that the entire planning services are essentially provided from a single source. The planning office sought in this invitation to tender should therefore take on both the planning services for the overall coordination and the planning services for the individual sub-projects. Since the scope and time frame of the project are not yet fully defined in detail at the present time and may change continuously in the course of the project, the contracting authority intends to conclude a flexible framework agreement which will form the basis for the individual call-offs to be concluded and on the basis of which planning services can be called off during the entire period from conclusion of the agreement to completion of the overall project. Call-offs should be possible for all agreed types of services, all sub-projects as well as comprehensive planning tasks. The awarding authority expressly points out that the project "Coal phase-out Reuter West until 2029" is an extraordinarily ambitious, innovative and forward-looking project. Reliable, innovative and creative planning that meets the highest technical and organisational standards, as well as cooperation in a spirit of partnership with the client and the companies commissioned by the client, is therefore of the utmost importance for the achievement of the objectives. The tendered scope of services comprises the general planning and overall coordination for various sub-projects and measures within the scope of the coal phase-out at the Reuter West site (see II.1.4.). This includes all planning and specialist planning services required and expedient for the realisation of the project and the respective sub-projects, insofar as these are not expressly carried out by the Client itself or by a third party commissioned separately by the Client. This includes, in addition to the overall coordination/ and control, the control of all sub-projects as well as the infrastructure facilities and construction site measures connecting them via the interfaces, the overall schedule and the overall layout, as well as the construction site phase plans.Furthermore, the awarding authority expects the support and supervision of the engineering during the detailed planning (engineering review) of the future contractors of the respective sub-projects and measures.In particular, the following scopes of services are planned for the superordinate Reuter Portfolio Coordination project:- Comprehensive project coordination and control of the subprojects- Cost planning and tracking- Schedule planning- Interface planning and coordination- Comprehensive arrangement planning- Support of the client in the preparation of the design planning for cross-site and other facilities and systems: civil infrastructure and construction site phase plans. Design and approval planning - Overall system planning / Basic Design Package preparation- Comparison of existing planning/ Adjustment of preliminary planning on the basis of the planning changes- Approval planning (preparation and processing of the approval documentation)- Interface engineering - Fire protection planning- Construction planning / object planning- Preparation of an assembly and erection concept- Preparation of a construction documentation- Preparation of a construction documentation- Preparation of a construction documentation Support of the client and participation in the preparation of the design planning for construction site facilities and temporary solutions- Participation in the planning of permanent safety facilities for later maintenance and repair2. Preparation of the award of contract - Participation in the preparation of an award schedule - Preparation of the inquiry documents (ITT) (technical and contractual)- Preparation /definition of the QM requirements (e.g. ITPs)- Cost control by comparison of the bills of quantities priced by the contractor- Compilation / preparation of the technical award documents / tender documents of the respective subproject on the basis of the design planning BDP (Basic Design Package)3. Participation in the awarding of contracts - Support in obtaining bids - Participation in checking and evaluating the bids - Preparation and support of bidder discussions and negotiations - Support in revising the documents on the basis of the bids by the bidders - Documentation of the awarding of contracts 4. Approval planning after awarding of a change permit- Change permit - Implementation / support of the supplier's approval planning- Management / compilation of the approval documents (ZÜS, BIMSCHG)- Supplementing and adapting the planning documents, descriptions and calculations in the course of the approval procedure and/or Preparation and compilation of the documents and evidence for public-law approvals or consents, including applications for exceptions and exemptions, as well as necessary negotiations with authorities, using the contributions of other parties involved in the planning process. 5. Supervision of the planning performance of the suppliers - participation in system discussions (for the respective lead disciplines/trades) - review of the planning documents from a technical/constructive point of view for compliance with the overall planning, the supplier contract and the permit,- Checking and acceptance of the assembly and workshop plans of the executing companies for conformity with the execution planning- Supporting the client in the preparation and coordination of the interfaces as well as in the control and monitoring of the executing companies- Accompanying the execution planning- Coordination and merging of 3D models of the suppliers including checks of the models for collisions/conflicts.
