Description

In the immediate vicinity of the Neugraben train station in Hamburg's southern Elbe area, a shopping and service center was built in the 1970s next to a central bus station, which is now being modernized and expanded. In the course of the redesign of the pedestrian zone, the construction of new buildings is planned, into which the police department 47, the Team.Arbeit, the customer centre and the youth welfare office of the Harburg district authority will move. Within the framework of a structural engineering competition with an EU-wide call for tenders, a development concept for a modern, sustainably rentable administrative building is to be developed on a still undeveloped site in a central location and in the direct vicinity of the Neugraben railway station only for the customer centre and the youth welfare office of the Harburg district authority.The procedure is being organised by Sprinkenhof GmbH, which will realise this new building project within the framework of the so-called tenant-landlord model. As the central contact for the acquisition and leasing of office space, it assists the Free and Hanseatic City of Hamburg in the planning, management and realisation of projects involving municipal commercial properties. In new construction and redevelopment projects, Sprinkenhof GmbH acts both as investor and developer and, as part of its new construction activities, erects buildings that are of great importance for Hamburg as a business location.On a green area of around 1,000 m2 (parcels 9727, 9728), which is currently of little design, in the direct vicinity of the elevated pedestrian bridge, a new building of up to six storeys with a stacked storey and around 3,300 m2 of floor space is to be constructed. In the run-up to the procedure, the user had a detailed user requirements analysis prepared, from which the basic requirements for the floor area and the individual uses result. The following uses will be combined in the new administrative building in the future:- Units of the Youth Welfare Office - Specialised service "General Social Service Süderelbe" (ASD) - Specialised service "Child and Youth Work" (KIJU) with the "Open Child and Youth Work and Family Support Süderelbe" and the "Network Management" - The Child Protection Coordination - The Offer Counselling (as part of the District Offer Service)- Customer Centre of the Social Service Centre (KUZ)- Meeting room for the Regional CommitteeTo determine the basic urban planning, spatial and functional requirements for the new administrative building, Sprinkenhof 2017 commissioned preliminary urban planning studies and the Harburg District Authority commissioned Sprinkenhof 2019 to conduct a user requirements analysis to determine a space and function programme. The subject of this award procedure are the planning services of the service phases 1 to 9 in the service profile technical equipment.It is planned to commission Lp 1-9 in stages as follows:- Stage 1: Lp 1-3; - Stage 2: Lp 4-6; - Stage 3: Lp 7-8; - Stage 4: Lp 9.
