Description

In this procedure, services for the technical equipment in annexes 1-3 + 8 are to be awarded for the construction of a new gymnasium at the Wickerbach Elementary School in Wiesbaden-Naurod. In the past year, tenders were invited in other procedures for services relating to building design (application for participation completed), structural design and technical equipment, anl.-Gr. 4-6. The gymnasium of the Wickerbach elementary school (formerly Rudolf Dietz School) is to be rebuilt as a dual-purpose sports hall with associated ancillary rooms in accordance with the current DIN 18032-1 standard. The hall, with a playing field of 22m x 44m and a clear height of 7m, is to be divisible in the middle. In addition to school use, the hall is also to be used for club sports with a competition capability for basketball and volleyball, not in international competition. The gymnasium is not to be used as a place of assembly, bleachers or handicapped sports are not envisioned.
Attached to this notice is a 2014 study. This shows a design as well as a variant consideration of the location of the gymnasium on the property.The design shown in the study as well as the location of the gymnasium has been communicated in various committees of the city as a preferred variant, but is not necessarily binding. In addition, the 5th train drawn in the study is not the subject of planning. An implementation is currently not planned, but remains reserved. ---Important in the planning and implementation of the new building is a far-reaching orientation in terms of sustainability aspects in all respects. Due to the proclaimed climate emergency, new buildings in the state capital should generally be built in passive house standard (without certification). The extent to which this makes sense for this building project must be clarified at the beginning of the planning process. In any case, integrative planning, holistic concept ideas and sustainability aspects play a central role in the planning and implementation.Due to local conditions, the heat supply of the gymnasium is to be designed independently of the school. The drinking water supply of the new building is to be coupled with the existing supply of the school on specification of the supplier. Scope of services: Services of the technical equipment according to §§ 53 ff. HOAI LPH 1-9 Anl.-Gr. 1-3 + 8. The planning up to the property boundary is included in the order. A gradual commissioning is planned. With the commissioning or the signing of the engineering contract, the service phases 1-4 are commissioned first. The client intends to commission the further services (service phases 5-9) in further contract stages when the budgetary requirements and corresponding corporate resolutions have been met. The contractor assures to provide the further services if not more than 6 months have passed since the completion of the last assigned service and the client has announced the assignment in due time, i.e. at least 4 weeks in advance.The assignment of the further stages shall be made in writing. The provisions of the engineering contract shall apply to the further services.The Contractor shall have no legal claim to a further commissioning. The Contractor may not derive any claims for damages or for an increase in fees from a transfer in stages or sections.The individual project stages shall be called off successively in accordance with the progress of the project. If the Client decides that the project is to be terminated after completion of a project stage, no further call-off shall be made. The contractor is not entitled to call off further project stages.---Project timeframe:The award of the final planning services for the construction of the new gymnasium is expected to take place in spring 2023. The start of the project is to take place promptly after commissioning in consultation with the planners involved. At the turn of the year 2023/2024, the building application is to be submitted.For the planners to note is that after the construction decision until the start of execution, the project will be suspended for 3-6 months due to committee resolutions.---Project costs:After updating the costs due to the increase in construction costs in 2022, it is currently assumed that the total net chargeable costs for this project will be €1.3 million. These are distributed as follows among the relevant cost groups:KG 410: approx. 300,000 €,KG 420: approx. 190,000 €,KG 430: approx. 450,000 €,KG 480: approx. 230,000 €,KG 550: approx. 140,000 €The cost group 550 is taken into account here for the planning up to the property boundary in the Anl.-Gr. 1.
