The Société québécoise des infrastructures is conducting a public call for tenders for construction work for the contract mentioned in title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.




Electronic submissions are permitted under this call for tenders.
Until the transitional period of May 31, 2019 (bid opening date), a bidder may submit its bid both electronically and in paper format; however, in the event that the integrity of the electronically submitted bid cannot be determined when the bids are opened, only the paper version will be considered. However, during this transitional period, a tenderer is not required to submit the same tender both electronically and in paper form.









Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.









IMPORTANT NOTICES
Pilot project to facilitate payments in the construction industry
The President of the Conseil du trésor authorized the implementation of a pilot project to test various measures to facilitate payment to companies party to public construction contracts and to public subcontracts directly or indirectly related to them and to define applicable standards in this regard.
The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution process with the use of an expert intervener. The mandatory payment schedule includes a requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert intervener for any dispute covered by the pilot project.
The contract covered by this call for tenders is subject to the pilot project to facilitate payment to companies involved in public construction contracts and related public subcontracts (Ministerial Order No 2018-01). Thus, the contract covered by this call for tenders and the subcontracts related to it are subject to the terms and conditions established by this pilot project.
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contractual documents and to forward it to the Société québécoise des infrastructures for the attention of Ms. Geneviève Durand at the following e-mail address: gdurand@sqi.gouv.qc.ca
Subcontractor bids
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when filing their electronic bids with the BSDQ, indicate the Société québécoise des infrastructures as "Recipient" using the "Bidder" menu of the Electronic Tendering System (TES).




WORK PERIOD
The work required under this call for tenders must be fully completed within 34 weeks (including statutory holidays, construction vacations and time required for the supply of materials/equipment) from the date of the authorization to commence the work. The probable start date of the work is between August 5 and September 5, 2019.




BID SECURITY
The bid must be accompanied by a bid security equal to 10% of the bid amount.
►Lorsque the bid is submitted in paper form, this bid security must be in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the "Bid Security" section of the Instructions to Bidders.
►Lorsque the bid is transmitted electronically, this bid security must be presented in the form of a bond or irrevocable letter of guarantee and comply with the conditions mentioned in the "Bid Security" article of the Instructions to Bidders. No other form of warranty is accepted with this mode of transmission.




CONDITIONS
Only bids submitted by bidders who meet, in particular, the following conditions will be considered:
1- have, in Québec or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
2- have the required qualifications and hold the required licences under the Building Act (RLRQ, chapter B-1.1).




INFORMATION MEETING / SITE VISIT
An information meeting followed, if necessary, by a visit to the site of the work will be conducted by the project manager of the Société québécoise des infrastructures. Interested bidders should arrive at 215 York Boulevard West, Gaspé, Quebec G4X 2W2 on June 13, 2019 at 1:30 p.m. No verbal information provided to any bidder at this meeting shall be binding on the Company.




RECEIPT AND OPENING OF BIDS
Receipt of bids:

Submissions sent in paper format:

Paper bids must be received at the Société québécoise des infrastructures' bid reception desk located at 525, boul. René-Lévesque Est, 5 th floor, Québec City, Quebec G1R 5S9, no later than the deadline date and time indicated in the Supplementary Instructions.
b. Electronic submissions:
Electronic submissions must be received through the SEAO at the following address: www.seao.ca, no later than the deadline date and time indicated in the Supplementary Instructions.

Opening of bids:
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of paper bids.
COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.




INFORMATION
Bidders wishing to receive details of the call for tenders must communicate in writing with the person designated below, making sure to mention the contract number, no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
