Description

Power loss procurement for the agreement period January 1st 2024 – December 31st 2028 (the Agreement). Section 23 of the Electricity Market Act (588/2013, as amended) regulates that the distribution system operator shall acquire the energy to cover network losses following open, non-discriminatory, and market-based procedures.However, this procurement does not fall under the jurisdiction of Finnish public procurement law: Act on Public Procurement and Concession Contracts (1397/2016) or (1398/2016).The power losses concern electricity losses caused by operations of the distribution network; heat losses, buildings and devices required in distribution network. The power loss energy must be CO2 free or renewable energy (backed by Guarantee of Origin) with fixed price. The total volume of energy is 80 GWh/year (400 GWh total) and the value of the Agreement is approx. EUR 18 million (€18 000 000).Within this procurement Elenia Verkko Oyj forms the Agreement and selects the supplier for the Agreement from January 1st 2024 to December 31st 2028. Elenia Verkko Oyj’s aim is to have four to five similar Agreements for power losses in the coming years. Suppliers for the next Agreements will be selected in a separate procurements later on.The Electricity transferred by the Supplier to the Buyer shall be nuclear or renewable electrical energy and shall be delivered from Finland, Denmark, Norway or Sweden.
