Description

The services delivered by the contractor will be implemented in Gambella in cooperation with the public Openo TVET college and in Tigray at three locations: Shire, Myzebri and Adwa.In Gambella, the the contractor will deliver services that work towards the improvement of TVET training in terms of market-relevance in sectors that are relevant for the public youth employment programme in Gambella region (metalwork, construction and agriculture). The contractor will support the public TVET college in organising roundtables with companies of different sectors on cooperative trainings within above mentioned focus sectors. The contractor will revise and further develop curricula and training content for the woodwork and metalwork departments based on requirements of the Ethiopian TVET system and employment-relevant usability. Furthermore, the contractor will conduct trainings of trainers in the areas of machine-maintenance, creation of short-term curricula and technical trainings in the focus sectors of Gambella based on assessments of trainers' gaps and needs. In addition, the contractor will deliver services that complement the establishment of a practical agriculture training site by developing a practice-oriented curriculum in line with the established training facilities by GIZ QEP. This includes developing new training contents and conducting a pilot training round.In Tigray region, the contractor supports the following three public TVET institutions in its provision of integrated trainings for both Ethiopians and Eritreans and in creating linkages with the local industry: Shire Poly-technical college, Myzebri TVET college and Adwa TVET college.The first focus area is supporting integrated SME trainings and employment partnerships in Shire, where the contractor supports the poly-technical college in the revision/introduction of three specific training programs (e.g. in the metal and construction sector) in close cooperation with local industry to ensure higher employability of graduates, including training measures for teachers of the college. The contractor furthermore supports the improvement of cooperative trainings and access to employment for Ethiopians and Eritreans through company round tables and multi-stakeholder platforms as well as through conceptualizing and piloting ‘Skills pay off’ (facilitation of job offers to the best of training programs). In order to improve SME support offers, especially in the area of creating market linkages, the contractor will develop a joint action plan with the Sectoral Association in Shire and conduct trainings of trainers and capacity building measures according to this action plan.The second focus area is supporting integrated (automotive) trainings for refugees and host community in Myzebri, where the contractor supports the newly established public TVET college in close proximity to the refugee camp, with a focus on employment relevant training programs (e.g.: automotive) that cannot be taught in private TVET centers in the camps through training measures.The third focus area is supporting integrated industrial training and employment partnerships with the textile sector in Adwa where the contractor supports the cooperation between the textile company ATEX and the upcoming textile and garment department at Adwa TVET college though the development of model for cooperative training partnership between ATEX and Adwa TVET college.Furthermore, integration capacities of the college management as well as job placement and tracing offices for all three TVET colleges in Tigray will be strengthened though equipment needs assessments, capacity building measures and inclusive teaching manuals.The contractor will as well deliver services in support of GIZ QEP's overall upscaling and sharing of best practices/lessons learnt in knowledge exchange platforms: documentation of implementation of integrated trainings and employment partnerships in Tigray and collection of experiences and successful approaches of integrating refugees into the public TVET system and employment for all QEP regions.
