Description

The Participation Opportunities Act is intended to promote employment relationships subject to social insurance contributions (without compulsory unemployment insurance) for people who are distant from the labour market and the long-term unemployed in accordance with §16i SGB II in the general and social labour market. The supported employee (participant) is to receive holistic employment support. The employer must release the participant to an appropriate extent during the first 12 months. The holistic employment support can be provided for the entire duration of the support. The holistic employment support can also be provided for up to six months after taking up employment with another employer following employment supported under Section 16i of the Second Book of the Code of Social Law, even if the need for assistance has ceased during the support under subsection 1, provided that it would recur without taking up the follow-up employment.The primary aim of holistic employment support is to accompany the participant from the moment he or she takes up employment, to improve performance, to stabilise the employment relationship and, in the long term, to achieve a transition to unsubsidised employment. This also includes identifying a possible need for further training and coordinating this with the employer, and then submitting proposals for implementation to the person responsible for the need.
The target group is persons eligible for benefits (eLB) who meet the requirements of Section 16i of Book II of the Social Code, i.e. eLB who- have reached the age of 25,- have received benefits to secure their livelihood under Book II of the Social Code for a total of at least six years within the last seven years,- have not been employed or have been employed only briefly in jobs subject to compulsory social insurance or in marginal jobs or have been self-employed during this time, and- for whom subsidies to employers under Section 16(1) of Book II of the Social Code have not yet been paid for a period of five years.Furthermore, participants who have received benefits to secure their livelihood according to SGB II in the last 5 years and- live in a community of need with at least one minor child or- are severely disabled according to §2 paragraph 2 and 3 of the Ninth Social Code can be among them.The duration of the measure (start and end of the contract) and the end of the time corridor in which the participants are allocated (allocation corridor) are specified in the lottery and price sheet. In accordance with § 16 i SGB II, the maximum duration of participation is 5 years. It is extended by up to six months if the participant takes up a follow-up job with another employer, even if the need for assistance has ceased to exist during the support under subsection 1, provided that it would recur if the participant did not take up the follow-up job. The period of assignment to employment support is generally until the end of the contract, irrespective of the time of assignment. In the context of potential option drawings of the measure, the participants can be reassigned to the measure.There are 270 participant places.Start of the measure is 01.04.2022End of the measure is 31.03.2023Contents- Counselling, support and accompaniment of the participants during the entire funding period of employment- Development and promotion of key competences for everyday working life, for example in the area of self-organisation and problem solving in the world of work,- Establishment of daily structures in the company environment over a longer period of time,- Assistance in dealing with authorities/applications (e.g. housing benefit, child benefit subsidy, etc.). assistance in dealing with the authorities/applications (e.g. housing benefit, child benefit supplement),- assistance in claiming municipal integration benefits in accordance with § 16a SGB II,- everyday assistance (e.g. using public transport, dealing with money, shopping, appearance, changing leisure activities, self-care),- social activation, communicating the company environment and the requirements of everyday working life (starting work on time, employer's expectations and the like),- behavioural training, e.g. dealing with the employer/colleagues at the workplace,- in the event of conflicts at the workplace, possibly mediation with all parties involved (with the help of a mediator),- mediation with all parties involved (with the help of a mediator) Mediation with all parties involved (with the agreement of the employer and the colleagues concerned)- Crisis intervention and conflict management at the workplace,- Assistance in the event of discontinuation of ALG II benefits during ongoing §16i employment- At the request of the participant, involvement and counselling of the entire community of need- Support for communities of need with children in claiming benefits from child and youth welfare (Book Eight of the Social Code - SGB VIII),- Support for participants in the event of discontinuation or termination of support- Targeted assistance, e.g. in the event of childcare being cancelled at short notice, or in the event of a child being taken into care, or in the event of a child being taken into care, for example Identify possible need for further training and coordinate this with the employer and then submit proposals for implementation to the provider of the need,- Transition management at the end of the post-employment or at the end of the subsidised employment relationship as well as in unsubsidised employment:- Personal skills (e.g. motivation, performance, but also self-image, self-assessment, self-confidence, independence, openness, values, empathy),- Social skills (e.g. communication, cooperation/teamwork skills, conflict management skills),- Methodological skills (e.g. problem solving, work organisation, learning skills, classification and evaluation of knowledge),- Intercultural skills (e.g. understanding and tolerance for and dealing with other cultures, traditions and religions).
