This is a combined synopsis/solicitation for Education Advisor services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, FAR Subpart 16.7 and FAR Part 19 also apply. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA462519Q0091. This procurement is for 100% Small Business Set- Aside. The North American Industry Classification System (NAICS) code for this acquisition is 611710. For the purpose of this procurement the small business size standard is $15M. All quotes shall be valid for a period of 90 days.
The Government intends to award one Blanket Purchase Agreement (BPA) from this solicitation. The term of the BPA will be for a period of 5 years unless terminated sooner by either party; the Contractor or the Government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, Defense Acquisition Circular 20180928, and Air Force Acquisition Circular 2018-0525. Paper copies of the Request for Quotation will not be made available. This acquisition will utilize the Performance Price Tradeoff (PPT) process to make a best value award decision. A best value determination will be made by evaluating the following factors: price, and experience/past performance. Quote shall consist of the candidate's (employee) resume and must include candidate's Education and Past experience in Education Advisor or similar services of the PWS within the past 5 years. Include a list of at least 2 verifiable professional references. The references shall include company name, point of contact and phone number.
The Offeror's quote submission shall consist the following:
1. Letter identifying the point of contact and cage code.
2. Price list. Hourly rate shall include all direct and indirect costs
(e.g. Fringe Benefits, Overhead, G&A, Profit, etc.)
3. Resume of candidate
4. List of verifiable professional references (2 minimum)

INFORMATION REGARDING SUBMISSION OF PROPOSALS: Electronic submission of proposals is required. Quotations shall be e-mailed to the following e-mail address: john.cone@us.af.mil and 509cons.sollgcb@us.af.mil. Only digital copies of quotes will be accepted. Paper copies of quotes will not be accepted. NOTE: Quotations must be received by18 Jul 2019, 2:00 PM CST; late quotations will not be considered for award. It is the responsibility of the offeror to ensure quote has been timely received.
Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. Responsible sources may submit a quotation which, if timely received, shall be considered by this agency. Service Contract Act applies, Department of Labor Wage Decision Number 15-5089, Revision Number 9, dated 1 January 2019, is hereby incorporated by reference and can be found at the following internet address: http://www.wdol.gov. All personnel requesting access to Whiteman AFB must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is noncompliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. Government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. A full list of REAL ID Act compliant and non-complaint states can be found at https://www.dhs.gov/real-id. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance. Foreign Nationals will not be authorized access to Whiteman AFB, MO.
