Description

The Federal Ministry of Education and Research launched the action programme "Catching up after Corona for children and young people" on 5 May 2021, which will be implemented in the Länder. Berlin has just under 64 million euros at its disposal to implement the state's own programme "Stark trotz Corona" (Strong despite Corona) in order to make up for learning deficits in core subjects and core competencies and to particularly promote psychosocial personality development.The "Stark trotz Corona" catch-up programme is intended to help Berlin's children and young people to better cope with the consequences of the Corona pandemic (https://www.berlin.de/sen/bjf/stark-trotz-corona/). The program consists of four pillars. A large part of the funds (44 million) will be used to help pupils catch up on their learning (pillar 1).
*The subject of this invitation to tender is the conclusion of a framework agreement (cf. Section 103 (5) GWB, Section 21 VgV), which includes the provision of supplementary teaching support measures for the implementation of Pillar 1 of the catching-up programme "Strong despite Corona" (see Section II.1.4 above). It is intended to conclude the framework agreement on the contractor side with several providers. The aim is to bind the largest possible group of specialists (= pool of specialists) on the basis of predefined fees via the framework agreement and to make them available to the Berlin schools in a timely manner without major administrative expense. The schools are each entitled to select a specialist from the pool of specialists who is individually experienced in the needs of the respective pupil or school management team and to arrange for their individual commissioning. Against this background, all interested providers meeting the eligibility requirements and submitting a bid in due form and time shall be awarded a contract in the procedure here (conclusion of framework contract).*Europäisches Fördermanagement GmbH (EFG) acts as awarding authority for the Land Berlin and acts as trustee in the context of the implementation of the measure to be procured.
