Description
The Concessionaire will be in charge of operating:- the water distribution network from the wholesale water delivery meters to the subscribers' meters,- the management of the existing assets and in particular the performance of maintenance and electromechanical renewal work, meters and connections, the implementation of a geographical information system, and the search for works (tanks, suction cups, cisterns - not specified in the Sig),- customer management (physical and telephone reception, contribution to the fsl, etc.).), the invoicing and collection of charges related to drinking water and sanitation by multiple means of payment,- the management of third-party accounts,- maintenance work,- external fire protection services on price schedules,- the control of new connections,- the upgrading of key outlets,- and all services ancillary to the above services, necessary for the proper functioning of the service.The contract also includes, at the expense of the concessionaire, the following investments:- the renewal of the networks: 1km/year on the proposal and validation of the cc aqta,- the upgrading on the basis of a maximum annual number of works,- the implementation of a supervision system over the entire concession area,- the instrumentation of the network to maintain and improve the performance of the network,- and, alternatively, the development, at the concessionaire's expense, of a remote reading system for drinking water meters in the so-called tourist municipalities covered by the draft contract.Description of the service provided: Within the scope of the AQTA Community of Municipalities, the population served is estimated at 111,926 inhabitants, and it should be noted that this population includes a very significant proportion of seasonal residents. In 2017, the total volume put into distribution was 5,862,912 m3 for an authorized volume of 5,159,516 m3.The total volume put into distribution corresponds to the sum of the volumes produced and imported, to which the exported volume is deducted; the authorized volume consumed is the sum of the volume consumed excluding wholesale sales over 365 days, the volume without metering (testing of fire hydrants, watering, etc.) and the service volume of the network (purging, tank cleaning, etc.).From a technical point of view, the Community territory now includes:- 1 619 kml of drinking water distribution network,- 9 storage facilities (7 tower tanks and 2 semi-buried tanks for a total capacity of 5 800 m3),- a recovery station,- 5 pressure boosting installations.Applicants are not allowed to submit a variant bid on their own initiative, but the contracting entity does impose a variant on the development of a remote reading system for drinking water meters in the municipalities referred to in Article 28 of the draft contract (see Article 3.8 of the consultation regulation)
