Works contract for the renovation of the Clément Ader and Télécom buildings 2. Bidders' attention is drawn to the fact that these special specifications contain social anti-dumping clauses (with significant special penalties) developed within the framework of the Strategic Development Committee for the Charleroi and Sud-Hainaut region. They are highlighted in grey in the CSCH, and therefore tenderers are strongly advised to: - take them into account when preparing their tenders, the contracting authority giving itself the means to check the conformity of the site with them and to penalise in the event of infringement, - sign the declaration on its honour concerning the social anti-dumping clauses in the annex to these special specifications. The absence of a declaration attached to the offer or the non-signature of the offer will be considered as revealing the intention of the non-compliance with the clauses against social dumping and, consequently, as an irregularity leading to the nullity of the offer.The bidder undertakes to pay particular attention to the environmental and energy aspects and their future management as set out in the various articles of the CSCH, in particular:- waste management (prevention, documentation system, storage, etc.),- recovery of existing photovoltaic installations,- reuse of materials on site,- dismantling of the building with selective sorting before demolishing the structures,- presentation of delivery notes demonstrating the proximity of approved sorting centres,- presentation of evacuation notes demonstrating the difference between what is evacuated and what is present in the field,- presentation of material evacuation notes from the demolition. Works contract for the renovation of the Clément Ader and Télécom 2 buildings: Lot 2 of this contract is divided into one or more firm and one or more conditional tranches described below:- firm tranche: construction of the Clément Ader building and renovation of the Télécom 2 building, including parking lots, access roads, landscaping and the commissioning of the entire building,- conditional tranche: construction of the partitions and internal false ceiling elements of the Clément Ader laboratories at ground level + 1 and ground floor + 2.Tenderers are reminded that the contract is concluded for the entire contract but only for firm tranches. The performance of each conditional instalment is subject to a decision of the contracting authority notified to the successful tenderer by registered letter; with regard to lot 2 These special conditions provide for a flexible social clause which requires the successful tenderer to carry out, in the context of the performance of the contract: - either vocational training measures for young people, whether or not they are subject to part-time schooling, for jobseekers or for any person who is no longer subject to compulsory schooling. The list of eligible training schemes, as well as the number of hours of training, are set out in the specifications, either socio-professional integration actions for jobseekers who are particularly difficult to place or socio-professional integration actions for people with disabilities. To this end, the company may subcontract 2% of the amount excluding VAT of the approved offer to one or more integration social economy enterprises (integration enterprise, work-based training enterprise or adapted work enterprise),- or a combination of vocational training actions and integration/socioprofessional integration actions.this clause is a condition of execution. the clauses relating to the applicability of the flexible social clause are set out in this special specifications document.The bidder undertakes to pay particular attention to the environmental and energy aspects and their future management as set out in the various articles of the CSCH, in particular:- waste management (prevention, documentation system, storage, etc.),- connection and use of the rainwater tank,- intelligent management of solar gains,- effective management of the ventilation system,- effective recovery of existing photovoltaic installations,- controlled management of lighting with low indoor and outdoor consumption,- efficient regulation of energy production installations,- reuse of materials on site,- delivery notes dismantling the proximity of approved sorting centres".
