Performance Work Statement
Replacement Deguasser and Disk Destroyer for Propulsion Systems Evaluation Facility.
1.0 Introduction
The Propulsion Systems Evaluation Facility (PSEF) maintains over 200 computers and servers to support testing of engines, lubricants and electrical systems used on Naval aircraft. As computers are replaced and retired, the proper disposal of media starts with erasing with a National Security Agency (NSA) approved device(s). The current degausser has a broken belt and is not supported by the vendor. PSEF needs to replace the existing equipment with a system that will adhere to more recent data destruction requirements and be safe to use in the office environment.
2.0 Scope
PSEF plans to purchase a degausser to replace the broken degausser and a destroyer to allow for an automated method for the second stage of data destruction.
3.0 Technical Requirements / Tasks
Requirements:
Both devices must be on approved list by the National Security Agency (NSA).
Degausser
Device used to sanitize magnetic media to NSA standards.

Media Size Accepts any magnetic media up to 1” x 4.3” x 6” / 26mm x 109mm x 152mm
Form Factors Accommodates 3.5 inch full and half height, 2.5 inch, 1.8 inch and smaller HDDs
Cycle Time 40 seconds first cycle, 25 seconds per cycle thereafter, single pass operation
Duty Cycle Continuous
Throughput Up to 330 pieces/hr
Power 120V/3A/50-60Hz
Media Destruction Device
Device that uses force to physically destroy hard disk drives to NSA standards.
Media Size Accommodates all media up to 4” x 6” x 1.63” (102mm x 152mm x 41mm)
Form Factors Accommodates 3.5 inch full and half height, 2.5 inch, 1.8 inch and smaller HDDs
Cycle Time 12 seconds
Duty Cycle Continuous
Throughput 175 HDDs/ hr (NSA tested rate)
Power 120V/2A/60Hz
Portability The device shall be able to withstand commercial shipping and handling conditions
Acoustics The device shall be vibration free when in use.
4.0 Deliverable Products
Hardware must be delivered no later than September 30th 2019.
5.0 Period of Performance
The period of warranty performance for this product will not exceed 12 months.
Evaluation Criteria
Proposals will be evaluated on meeting the technical requirements, schedule and cost. Meeting the technical requirements is weighed at 70% of the evaluation. Schedule and cost are 30
