the purpose of this consultation is to delegate the operation and management of a multi-care facility for young children (Eaje). ii.2.4) Description of the services: (nature and quantity of the works or services, or indication of the needs and requirements) the Concessionaire will be responsible for the following services in particular:- the constitution and updating of the approval file with the competent services within the required time limits, and in particular:o the definition and regular updating of the establishment's project including:? the social project specifying the integration of the facility into the local environment,? the educational and pedagogical project specifying the facility's commitments to health, safety, the children's development and autonomy, relations with parents, the types of activities and objectives (free play, supervised activities), the quality of meals,o carrying out all the administrative procedures necessary for the management of the facility;o the possible application for a modulated agreement for the operation of the facility;- invoicing users, collecting contributions and handling unpaid fees;- receiving users, including preparing and organising activities adapted to this public in compliance with legal and regulatory standards;- marketing 10 company cots;- planning the reception of users in order to optimise the occupancy rate;- complying with health and safety standards and the rules set by the PMI;- the acquisition and renewal of all current supplies necessary for the management of the service, as well as educational material in compliance with the applicable legal and regulatory safety rules and under the conditions set out in the draft contract; - the routine maintenance and cleaning of the premises, equipment, large items of equipment and furniture in compliance with the applicable legal and regulatory safety rules- The financial management of the facility, including the preparation of budgets, operating accounts and CAF balance sheets;- Researching and managing relations with funding bodies, in particular the Caisse d'allocations Familiales (Caf), the Mutualité Sociale Agricole (Msa), special schemes and the Department;- Providing the Public Authority with regular activity reports.The Concessionaire is responsible for the recruitment, management, training and remuneration of the staff in accordance with legal and regulatory standards
