Description
The scope of the project includes the creation and provision of 38 public e-services at the fifth maturity level. The public e-services are to be made available within the existing county geoportal WebEWID run by the Kolno County Office, access to them will also be possible through a link from the website run by the Kolno County Office as well as on the website of the Kolno County Road Administration. The e-services will provide citizens, entrepreneurs and administration with access to information and processing of selected matters of the Kolno County Office, based on the records and registers maintained by the County Office, as required by law, in the areas of roads, surveying, real estate management, construction and environmental protection, counteracting the risks associated with the Covid 19 pandemic. Construction of a unified road infrastructure management platform, which will enable internal digital processing of each case/e-service (15) within domain modules using electronized digital data and updated as part of the daily work of employees of the Kolno County Road Administration. A detailed description of the subject matter of the contract is included in Appendix No. 1 to the SWZ - Description of the subject matter of the contract In the proceedings, the procedure referred to in Article 139 of the PPL Act will be applied.In accordance with Article 257 of the PPL, The Contracting Authority provides for the possibility of cancelling the proceedings in question if the public funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to him.Grounds for exclusion:The Contracting Authority will exclude from the proceedings the contractors against whom there are grounds for exclusion referred to in Article 108 (1) pk 1-6) of the PPL Act. .The Contracting Authority will exclude Russian entities from the proceedings (as defined in Regulation 833/2014 as amended by Regulation 2022/576). The exclusion will also include Contractors who in their bid indicate Russian entities as subcontractors, suppliers and entities on whose capacity the Contractor relies, in case they account for more than 10% of the value of the contract.The Contracting Authority anticipates awarding a contract for additional supplies pursuant to Article 214 (1) (8) of the PPL Act. The contract referred to in Article 214 (1) (8) of the PPL Act will be awarded under the terms of the PPL Act in a sole-source procurement. Expansion of the existing integrated local government management system Ewid 2007 with domain systems for keeping relevant records in the field of environmental protection and construction, necessary for providing e-services and expansion of the existing integrated e-services management system WebEWID, in the Department of Geodesy, Construction, Real Estate and Environment of the County Office in Kolno.
