Description

Supply of statistical data on the evaluation, prescription, price and development of drugs:- lot 1: supply of data on the conditions of prescription of each drug in France;- lot 2: supply of data on drug prices in Europe including France, Germany, the United Kingdom, Italy and Spain;- lot 3: supply of data on the promotional action carried out by pharmaceutical laboratories to promote their medicines in town medicine and in health establishments in France;- lot 4: supply of data on medicines in development, in launch or mature for the realisation of punctual tailor-made studies;- lot 5: supply of evaluation data on medicines reimbursed by compulsory health insurance schemes;- lot 6: support to the realisation of the ONIP survey (data aggregation service).
Data on the prescribing conditions of each drug in France including at least the following elements (characteristics):- drugs prescribed by a general practitioner or/and specialist (oncology, AMD, orphan...);- the International Nonproprietary Name (INN) of the drug prescribed;- the dosage observed for the specialty and by indication (minimum, maximum, average, median...);- the average unit prescribed per prescription;- the duration of treatment (minimum, maximum, average, median, etc.);- other co-prescribed drugs, i.e. analysis of products prescribed during the same consultation, in the same diagnosis;- the indication associated with the drug prescribed (relative weight of indications);- prescriptions outside the indication (MA or non-MA dosage);- number of patients treated. Supply of data on drug prices in Europe, including France, Germany, the United Kingdom, Italy and Spain. Data to measure the prices of drugs covered by health insurance systems in Europe, and at least in France, Germany, the United Kingdom, Italy and Spain. The offer includes the supply of the following data for consultation and classification on the basis of the following characteristics:- country: at least the four European reference countries mentioned above;- name of the active ingredient: international non-proprietary name;- ATC class to which it belongs;- brand name of the specialties;- strength, pharmaceutical form and packaging;- company marketing or exploiting specialties;- date of the MA and nature of the MA,- status of the specialty: generic or non-generic, hybrid, biological, biosimilar...);- reimbursement: reimbursable or non-reimbursable;- hospital or city delivery (cf. see CR). Supply of data on the promotional activities carried out by pharmaceutical companies to promote their medicines in the community and in health care institutions in France. The tender includes the supply of the following data (characteristics): for fifteen products and their reference market, the name of which will be specified at a later date:- number of visits made by medical sales representatives, distinguishing between the following criteria:-- general practice/hospital and similar establishments;-- generalists/specialists;- means of promotion used:-- types of promotional vectors or media used and respective amounts spent in euros;-- details of the number of filings with the ANSM and the number of approvals for advertising drugs to healthcare professionals obtained, this will be the fifteen most promoted products on the market (cf. see CR). Provision of data on drugs in development, in launch or mature for the realization of punctual customized studies. Services to be provided: creation of ad hoc requests for the CEPS General Secretariat on:- data on medicinal products (chemical, biological, patented, off-patent) under development, launch or mature by therapeutic area, by indication, by turnover, by volume, by distribution channels and by European country (in particular France, Germany, United Kingdom, Italy and Spain);- the conditions of prescription of each medicinal product (in particular dosage by indication, duration of treatment, co-prescription) (cf. see the CR) Provision of data on the evaluation of medicines covered by compulsory health insurance schemes. Services to be provided: evaluation data on medicinal products: for each medicinal product covered by compulsory health insurance schemes, the following data must be provided- data on the Medical Service Rendered (SMR) by indications with history;- data on the Improvement of the Medical Service Rendered (ASMR) by indications with history;- data on the indications proposed for reimbursement;- data on comparators;- data on efficiency;- evaluation data from foreign organisations (UK, Germany);- data on time to market;- status of the drug (under patent, orphan, other specificities). Support for the ONIP survey (data aggregation service). Services to be provided: the objective of the national promotional information observatory is to measure the compliance of promotional practices with the Charter on the Promotional Information of Medicines, based on objective, verifiable and transparent criteria. To this end, it conducts an annual survey of some forty companies (subcontractors) responsible for distributing the survey. The questionnaire consists of a dozen multiple choice questions. Approximately 4,000 responses are obtained annually to this survey. As a data aggregator, the holder will be in charge of collecting answers to this questionnaire via the provision of a collection solution. These results will be aggregated by the holder who will transmit them to the trusted third party in charge of producing the survey on behalf of the ONIP: (see RC).
