    SOURCES SOUGHT SYNOPSIS

The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Digital Email Subscriptions. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519130, Internet Publishing and Broadcasting and Web Search Portals.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The government will review market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by September 12, 2019 at 2:00 pm EST. Background:
The U.S. Department of Housing and Urban Development, Office of Public Affairs, has had an IAA through the Department of Interior (DOI) Federal Consulting Group for services in setting up and providing a digital email subscription options, placing HTML links to digital email subscription features on state websites and providing hosting and management services in support of user profiles and subscriptions at other state facilities since 2015. The current contract awarded to Granicus is a fixed rate type contract.
General Description of Work:
Housing and Urban Development (HUD) Office of Public Affairs (OPA) needs a digital email subscription system to promote and distribute emails to stakeholders. This includes up to 20 subscription topics, up to 10 HUD OPA administrators, up to 50,000 subscribers, support to upload and migrate existing email lists, social media integration, full customization of sign-up and email templates, ongoing support provided by the designated Client Success Consultant, and access to partnerships with other government agencies using digital email subscriptions. Training and 24/7 emergency support, ability to send wireless alerts via direct SMS for volumes up to 500,000 total messages per year, and message analytics module for advanced insights will also be included.
Below are the characteristics of the digital email subscription requirements:
• Demonstrable knowledge in email marketing best practices especially among federal and local governments.
• Previous experience in federal, state, and local mass stakeholder communication via digital email notifications, texts, and social media platforms.
• Working knowledge of efficient use of the platform.
• Ability to track recipients and subscribers.
The tasks require a set of skill categories based on the following approximate breakdown:

Information Technology (technical support)
Email Template Design
Helpdesk Support
Contemplated performance metrics:
Number of successful sends and bounce backs per issue, percentage of email opens, most popular piece of content within the newsletter, number of clicks on links provided in the email.
