The Société québécoise des infrastructures (hereinafter referred to as the "Company") is conducting a public call for tenders for the conclusion of a contract to be carried out on request for the construction of the buildings and specialties mentioned in the title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the Electronic Tendering System (ETS) at www.seao.ca or by calling 514 856-6600 for residents in the Montreal area and toll-free 1-866-669-7326 for external residents.
Attention: Please note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the tender being restrictive or conditional.

IMPORTANT NOTICES
Authorization to contract/certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, as required by the contractual documents, for a certificate from Revenu Québec and, where applicable, for authorization to contract with the Autorité des marchés publics, in order to ensure that these requirements are completed before the deadline for receipt of bids.

Non-participation in the call for tenders
Any person or company that has obtained the contract documents and does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and forward it to the Company at the following e-mail address: infoAO4@sqi.gouv.qc.ca

Duration of the contract
The contract covered by this call for tenders is for a period of 36 months from the date of its entry into force, with no possibility of renewal.

BID SECURITY
No bid security is required. Any bidder should note that if it refuses to proceed with its bid, the Corporation may reject any bid submitted by that bidder to the Corporation for the next two years.

CONDITIONS
Only bids submitted by bidders who meet, in particular, the following conditions will be considered:
have in Québec, or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries on its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
have the required qualifications and hold the required licences under the Building Act (RLRQ, chapter B-1.1);

INFORMATION MEETING / SITE VISIT
No information meetings are planned.

RECEIPT AND OPENING OF BIDS
Bids must be received at the Company's bid reception desk located at 1 Notre-Dame Street East, 11th Floor, Suite 11.65, Montreal, Quebec H2Y 1B6, no later than the deadline date and time indicated in the Supplementary Instructions.
The opening of bids is public and takes place in the presence of a witness at the location and deadline indicated for the receipt of bids.
To file their bids, bidders should note that they will have to undergo security checks when they enter the building. Bidders should consider the additional delays that these security measures may cause.

COMPLAINT TRANSMISSION
The deadline set for the receipt of complaints filed with the Corporation under section 21.0.4 of the Act respecting public bodies contracts (RLRQ, chapter C-65.1) is indicated in the Supplementary Instructions.

Bidders wishing to receive details of the call for tenders must send a written request to the e-mail address mentioned below, mentioning the contract number (36032700), no more than three working days before the deadline for receipt of tenders. If such a request for clarification is received two business days or less before the deadline for receipt of bids, the Company reserves the right not to consider it.
