Description
Every year, Elia has to do earthworks and demolition work on its properties. Elia needs to know the quality of the soil, which is why she makes technical reports. Elia also wants to make an inventory of all the materials to be demolished and to verify the presence or absence of hazardous waste, so a demolition follow-up plan is required.
Every year, Elia has to carry out earthworks on about sixty high voltage substations. For this work, Elia wants to know the quality of the soil to be excavated, whether it can be (partially) replaced, reused elsewhere or decontaminated. The objective is to enable the contractor to give a well-founded estimate in advance, to identify any health risks in time and to avoid losing time on the project. The technical report must be drawn up in accordance with the legislation in force in Flanders (Soil Decree, chapter XIII, and VLAREBO, title III, chapter XIII). If a technical report is requested for a site in Flanders, the specific legislation, with the implementing decrees or directives, must always be followed. Every year, Elia has to carry out demolition work on about 60 projects. For these works, Elia wishes to have an inventory of all materials to be demolished and to check the presence or absence of hazardous waste. The objective is to enable the demolition contractor to make a reasoned estimate in advance and to detect any health risks in time. According to article 4.3.3 of Vlarema, the holder of a building permit for the demolition or dismantling of buildings must, in certain cases, have a demolition monitoring plan drawn up by an expert appointed by the project owner. Elia has decided to apply the demolition monitoring plan at its sites in Wallonia and Brussels, based on the Flemish legislation. This is not currently governed by the legislation of Brussels and Wallonia; if this should change during the course of this contract, the local legislation will be used.
