Description

Scientific - technical and framework expert support of the LMBV in the remediation/securing of operationally caused common damages in the groundwater area at former coking plant sites in Zwickau.
It is the aim of the LMBV to define measures to achieve a qualitatively higher remediation status on the basis of the achieved remediation status and to forecast a possible remediation end. For the effective and secure control of these remediation processes and due to the complexity of the tasks, an external scientific-technical support in the form of a framework expert is planned. In this context, the remediation or safeguarding obligations of the LMBV are to be prepared interdisciplinary in the sense of a framework expert activity and further implemented in the sense of the framework expert activity that has been ongoing since 2017..The range of tasks relates to the solution of issues in the treatment of mining or operation-related contaminated sites and water damage, especially if they pose risks to protected assets under civil and public law.In connection with the remediation / protection of existing groundwater damage at the former sites of the LMBV in Zwickau - former coking plant "August Bebel" in Zwickau-Schedewitz - former coking plant at Brückenberg, main area and IAA pond 5 - the contractor is commissioned with the conceptual scientific and technical support of the LMBV. The framework expert is to regularly update the risk assessments through the continuation of detailed investigations and subsequently recommend and support remediation investigations. At present, questions concerning the cause and spread of the downstream contamination as well as the medium- and long-term handling of the damage according to the respective state of the art have to be clarified. This process is to be accompanied by a framework expert in staggered annual phases. For this purpose, the contractor is to provide suitable support services agreed upon with the client LMBV in the form of consulting, investigation and processing in the form of assessments, expert opinions, preparation of terms of reference for expert opinions, concepts, proposals for solutions, investigations as well as scientifically supported analyses and forecasts.As a framework expert, the contractor is to direct his activities towards ensuring that the remediation/securing of sites with operational groundwater damage is carried out efficiently and that the remediation/securing elements developed and their implementation meet with the consensus of the parties involved. On the basis of his evaluations, he is to constantly align the remediation strategy with the current results and coordinate the individual remediation elements in terms of content, time and space for the further complex remediation services. The internal processes of the LMBV (e.g. financing applications, tenders, construction progress) are to be taken into account.
